What are standards for assessment of education quality accreditation organizations as per current regulations in Vietnam?
Pursuant to Article 8 of Circular 13/2023/TT-BGDDT, the current standards for assessment of education quality accreditation organizations as per current regulations in Vietnam include the following five standards:
Standard 1: Organization and Management
- Criterion 1.1: The organization ensures the maintenance of conditions permitting educational quality assurance activities; - Criterion 1.2: The vision, mission, strategy, and culture of the quality assurance organization are established, implemented, evaluated, and adjusted in line with the development goals of an entity whose primary function is educational quality assurance; - Criterion 1.3: Develop and issue internal documents to organize and deploy educational quality assurance activities, including documents on: organization and operation; internal spending; functions and responsibilities of units within the quality assurance organization; management and utilization of staff; evaluation and recognition of educational institutions and training programs meeting quality standards; - Criterion 1.4: Develop and issue internal documents to manage assessors, ensuring independent, objective, and honest activities without conflicts of interest, including: assessor ethics code; regulations on assessor evaluation; procedures for addressing citizen's complaints or inquiries regarding assessors or quality assurance outcomes; - Criterion 1.5: Submit reports to the Ministry of Education and Training as required and implement quality improvement measures to meet the demands and satisfaction of stakeholders; - Criterion 1.6: Annually participate and contribute positively with the Ministry of Education and Training in the formation, supplementation, completion, and enactment of policies on higher education and teacher training college development, along with quality assurance and accreditation. |
Standard 2: Leadership, Assessors, and Quality Assurance Council
- Criterion 2.1: The Director and Deputy Director meet standards and perform tasks as regulated; - Criterion 2.2: The Quality Assurance Council ensures compliance with regulations on the number, composition, and qualifications of members, with regular evaluation; - Criterion 2.3: The number of assessors must be maintained and developed to meet the demands of the size, scope, and strategic plans of the quality assurance organization; - Criterion 2.4: Assessors involved in quality assurance activities with the organization meet current assessor requirements, partake in capacity-building activities, and are regularly evaluated by the quality assurance organization as per regulations; - Criterion 2.5: Full-time assessors participate in quality assurance activities with foreign quality assurance organizations. |
Standard 3: Infrastructure and Equipment
- Criterion 3.1: Ensure and develop infrastructure for the activities of the quality assurance organization according to the organization's roadmap and development needs; - Criterion 3.2: Develop and operate an electronic information platform to publicly disclose information as required; - Criterion 3.3: Ensure technical infrastructure conditions to implement information technology applications in quality assurance activities; ensure complete, scientific, and secure information and data storage. |
Standard 4: Educational Quality Assurance Activities
- Criterion 4.1: Conduct quality assurance in accordance with the subjects, scope, and standards recorded in the operating license and quality assurance guidelines, as regulated by the Minister of Education and Training and internal documents of the quality assurance organization; - Criterion 4.2: External evaluation teams perform tasks and follow work principles according to legal regulations and internal documents; ensure quality in report writing, providing accurate observations on the current state, useful and valuable recommendations for educational institutions; - Criterion 4.3: The Quality Assurance Council performs tasks and follows work principles as per legal regulations and internal documents; ensures independence and objectivity in assessment result verification, providing valuable information to stakeholders; - Criterion 4.4: Issue and revoke quality assurance certificates as regulated; - Criterion 4.5: Upgrade capacity, professional skills for leadership, management, staff, and assessors of the quality assurance organization; - Criterion 4.6: Conduct professional training for assessors (if any) as regulated; evaluate and adjust outcomes to align with training goals; - Criterion 4.7: Participate in international quality assurance networks or have international cooperation agreements for recognizing quality assurance results. |
Standard 5: Transparency and Public Disclosure
- Criterion 5.1: Publicly disclose on the organization’s electronic information platform: the quality assurance operating license; the formation and development of the quality assurance organization; vision, mission, and development strategy; organization and operation regulations; detailed guidelines issued for quality assurance activities; - Criterion 5.2: Publicly disclose on the organization’s electronic information platform and update the management software system for ensuring and accrediting higher education quality: organizational structure, list of Director, Deputy Director, full-time assessors, public employees, workforce, Quality Assurance Council members, assessors involved in quality assurance activities, and facilities; - Criterion 5.3: Publicly disclose on the organization’s electronic information platform and update the management software system all evaluation activities, and quality assurance results; - Criterion 5.4: Disclose financial information as per legal regulations. |
What are cases considered not meeting standards for assessment of education quality accreditation organizations in Vietnam?

- Assessment of Quality Assurance Organizations
a) A quality assurance organization is evaluated at one of the following levels: not met, level 1, or level 2;
b) A quality assurance organization is considered not met if one or more standards are evaluated as not met;
c) A quality assurance organization is considered level 1 if all standards are evaluated as met, but some criteria are still evaluated as not met;
d) A quality assurance organization is considered level 2 if all criteria are evaluated as met.
Thus, a quality assurance organization is considered not met if one or more standards are evaluated as not met.

How are education quality accreditation organizations in Vietnam considered "failed" handled?
According to Clause 2 Article 13 of Circular 13/2023/TT-BGDDT, if the assessment results of ducation quality accreditation organizations are not met:
- Immediately after notification that a quality assurance organization does not meet standards, the organization must cease signing contracts to conduct quality assurance activities until a document confirming it meets at least level 1 from the competent authority;
- The quality assurance organization must implement quality improvement measures to ensure it meets at least level 1 and submit reports to the Ministry of Education and Training (through the Quality Management Department); based on these reports, the Minister will decide to perform some necessary steps as prescribed in Clause 3 Article 11 of Circular 13/2023/TT-BGDDT.
