What are standards for a public upper secondary school principal in Vietnam?

Based on Article 11 of the Charter of lower secondary schools, upper secondary schools, and multi-level schools issued together with Circular 32/2020/TT-BGDDT, the regulations concerning principals and vice-principals are as follows:

Principal and Vice-Principal

  1. Principal

a) The principal of a secondary school is the individual responsible for organizing, managing, and overseeing the activities and educational quality of the school.

b) An individual appointed as the principal of a public secondary school or recognized as the principal of a private secondary school must meet the standards specified in Clause 3 of this Article and in accordance with the law.

  1. Standards for principals and vice-principals of secondary schools

a) Regarding educational qualifications and work experience: must meet the prescribed educational standards for educators as regulated by the Education Law for that level of education, attain the highest educational qualifications for the highest level in multi-level schools, and have taught for at least 5 years (or 4 years for mountainous, island, highland, remote, isolated, ethnic minority areas, and areas with extremely difficult socio-economic conditions) at that educational level.

b) Principals and vice-principals of secondary schools must meet the standards prescribed in the standards for principals of lower secondary schools, upper secondary schools, and multi-level schools as stipulated in the standards for principals of general educational institutions issued by the Minister of Education and Training.

Thus, a public upper secondary school principal must meet the following conditions:

- Regarding educational qualifications and work experience:

+ Must meet the prescribed educational standards for educators as regulated by the Education Law 2019 for that level of education;

+ Attain the highest educational qualifications for the highest level in multi-level schools and have taught for at least 5 years (or 4 years for mountainous, island, highland, remote, isolated, ethnic minority areas, and areas with extremely difficult socio-economic conditions) at that educational level.

- Must meet the standards prescribed in the standards for principals of lower secondary schools, upper secondary schools, and multi-level schools as stipulated in Circular 14/2018/TT-BGDDT.

Who has the authority to appoint the public upper secondary school principal in Vietnam?

Based on Clause 4, Article 11 of the Charter of lower secondary schools, upper secondary schools, and multi-level schools issued together with Circular 32/2020/TT-BGDDT, the regulations are as follows:

Principal and Vice-Principal

  1. Authority to appoint or recognize the principal and vice-principal of secondary schools

a) The chairman of the district-level People's Committee decides to appoint or recognize principals and vice-principals for lower secondary schools and multi-level schools with the highest level being a junior upper secondary school. The Director of the Department of Education and Training decides to appoint or recognize principals and vice-principals for upper secondary schools and multi-level schools with the highest level being a upper secondary school.

b) The process of appointment, recognition, re-appointment, and dismissal of principals and vice-principals is carried out in accordance with the law.

c) The individual with authority to appoint has the authority to re-appoint and dismiss principals and vice-principals of secondary schools.

Thus, the public upper secondary school principal is appointed by the Director of the Department of Education and Training.

What are prohibited acts of upper secondary school teachers in Vietnam?

Based on Clause 1, Article 31 of the Charter of lower secondary schools, upper secondary schools, and multi-level schools issued together with Circular 32/2020/TT-BGDDT, upper secondary school teachers are not allowed to do the following:

- Insult the honor and dignity or violate the physical integrity of students and colleagues.

- Cheat in examinations, student admissions, assessments, and evaluation of students' academic and conduct results; skip classes, skip teaching periods, arbitrarily reduce teaching content and educational content.

- Distort teaching and educational content; teach incorrect knowledge, contrary to the views, lines, education policies of the Communist Party of Vietnam and the State of Vietnam.

- Coerce students into extra classes to collect money; exploit sponsorships and donations for education to force monetary or material contributions.

- Smoke, drink alcohol, beer, or use other stimulants while participating in teaching and educational activities.

- Obstruct or cause difficulties in supporting and serving teaching and educational activities for students, and other tasks.
