According to Clause 1, Article 8 of Circular 22/2021/TT-BGDDT, regulations on evaluating the conduct of lower secondary school students are as follows:
Evaluation of Students' Conduct
1. Criteria and Organization for Evaluating Students' Conduct
a) The evaluation of students' conduct is based on the required achievements of key qualities and general competencies at levels appropriate to the subject, grade level as specified in the General Education Program, and the specific competencies required in the Subject Program in the General Education Program.
b) Subject teachers base their comments and evaluations on the provisions at point a of this clause, assessing the conduct results, progress, outstanding strengths, and major limitations of students in the process of training and studying a subject.
c) Homeroom teachers, based on the provisions at point a of this clause, monitor the process of students' training and studying; refer to the comments and evaluations from subject teachers, feedback from students' parents, related agencies, organizations, and individuals during the student's education process; guide students in self-assessment; based on that, comment and evaluate the student's conduct results according to the levels stipulated in clause 2 of this Article.

Homeroom teachers, following the provisions of point a, clause 1, Article 8 of Circular 22/2021/TT-BGDDT, will monitor the students' training and studying process; refer to comments and evaluations from subject teachers, feedback from parents, relevant agencies, organizations, and individuals in the student's education process;
They will also guide students in self-assessment, and based on that, comment and evaluate the students' conduct results according to the levels prescribed in clause 2, Article 8 of Circular 22/2021/TT-BGDDT.

Based on Clause 6, Article 20 of Circular 22/2021/TT-BGDĐT, the responsibilities of lower secondary school homeroom teachers are as follows:
Responsibilities of Homeroom Teachers
1. Assist the Principal in managing the student evaluation of the class according to the regulations of this Circular.
2. Confirm the correction of scores, correction of evaluation levels by subject teachers; compile conduct and academic results of each student for each semester, the entire school year in the Monitoring and Evaluation Record (according to class), Student Record.
3. Evaluate conduct results each semester and the entire school year of students; compile lists of students who advance to the next grade, re-evaluate subjects, conduct during summer, do not advance to the next grade, receive rewards.
4. Record or input the evaluation results of each student into the Monitoring and Evaluation Record (according to class), Student Record:
a) Comments on the conduct and academic results of students; the level of conduct and academic evaluation of students.
b) Results of advancement to the next grade or not; recognition of completion of the junior secondary program, high school program, or non-recognition of completion of the junior secondary program, high school program; rewards.
5. Guide students in self-evaluation during the process of training and studying. Collaborate with subject teachers, the Ho Chi Minh Young Pioneer Organization, the Ho Chi Minh Communist Youth Union, the Parent Association, and related agencies, organizations, individuals to educate students and receive feedback on the students' training and studying process.
6. Individually inform parents about the process, conduct, and academic results of the students.
Thus, based on the regulations, evaluating lower secondary school students is the responsibility of the homeroom teacher. The homeroom teacher will perform the following tasks:
- Compile the conduct and academic results of each student for each semester, the whole school year in the Monitoring and Evaluation Record (according to class), Student Record.
- Record or input the evaluation results of each student into the Monitoring and Evaluation Record (according to class), Student Record:
+ Comments on the conduct and academic results of students; the level of conduct and academic evaluation of students.
+ Results of whether the student advances to the next grade or not; recognition of completion of the junior secondary program or non-recognition of completion; rewards.
Thus, once the homeroom teacher completes the evaluation of the lower secondary school's students' conduct results, they are responsible for sending individual notifications to parents about the students' conduct and academic process, and results.
