What are service prices in education and training in Vietnam?
Based on Clause 1, Article 3 of Decree 81/2021/ND-CP, service prices in education and training are the amounts that service users must pay for individual services in the field of education, training, and vocational education. The service prices in education and training include:
- Tuitions;
- Prices of other services in education and training, including:
+ Admission service prices;
+ Prices for issuing diploma and certificate templates;
+ Service prices for supporting training, providing human resources through research, strategy development, policy making, planning for training human resources in accordance with social needs;
+ Service prices for investigating, analyzing, and forecasting human resource needs through connecting educational institutions with employers to leverage resources for human resource development training activities;
+ Service prices for teacher and educational management staff training;
+ Service prices for consulting organizations and individuals on developing plans, human resource development planning, participating in training and developing necessary skills for learners;
+ Prices of other supporting services for educational and training activities.

What are the regulations on state management of service prices in education and training in Vietnam?
According to Article 4 of Decree 81/2021/ND-CP, state management of service prices in education and training is regulated as follows:
- The Ministry of Education and Training, Ministry of Labor - Invalids and Social Affairs:
+ Preside, cooperate with the Ministry of Finance, and other relevant ministries and central authorities to perform state management functions for tuitions and prices of other services in education and training;
+ Guide processes and develop, appraise, and issue economic-technical norms, methods for determining tuitions, and prices of other services in education and training applicable across the education and training sector as per management decentralization;
+ Decide on the method of task assignment, ordering, bidding to provide education and training products and services under the list of public services utilizing state budget from central budget sources as per management decentralization;
+ Decide on the service price ordering in education and training under the list of public services utilizing the central budget as per management decentralization.
- Ministries, equivalent agencies, within their functions and powers:
+ Implement state management of tuitions and prices of other services in education and training;
+ Issue economic-technical norms, cost norms or cooperate with the Ministry of Education and Training, Ministry of Labor - Invalids and Social Affairs to develop and issue economic-technical norms for specialized occupations;
+ Decide on the method of task assignment, ordering, bidding to provide education and training products and services from central budget sources;
+ Decide on the service price ordering in education and training under the list of public services utilizing the central budget for the services managed as per decentralization.
- Provincial-level People’s Committees:
+ Implement state management of tuitions and prices of other services in education and training;
+ Issue economic-technical norms, cost norms applicable in education and training for services which have not issued economic-technical norms within the local management discretion;
+ Decide on the method of task assignment, ordering, bidding to provide education and training products and services;
+ Decide on the service price ordering in education and training under the list of public services utilizing local management discretion budget, Provincial People’s Committees submit to Provincial People’s Councils for decision on frameworks or rates of public preschool, general education tuitions;
+ Specify details of the list of fees and rates, revenue and expenditure management mechanisms for supporting services for public educational institutions as per management discretion to apply locally.
- Heads of educational institutions in the national educational system must publicly, transparently, and accountably disclose to society the basis, methods for determining, and calculating service prices in education and training for services with prices determined by the unit and report to competent authorities as stipulated.
What are principles for determination of service prices in education and training in Vietnam?
According to Article 5 of Decree 81/2021/ND-CP, the determination of service prices in education and training is based on the following principles:
- Service prices in education and training are determined according to the laws on pricing and regulations of the Government of Vietnam on the financial autonomy mechanism of public service providers.
- Service prices in education and training are adjusted to match the quality of educational and training services, but the rate of increase in service prices does not exceed 15% per year.
