Definition of Terms
In this Regulation, the following terms are understood as follows:

- Professional standards for teachers of general education institutions are a system of qualities and competencies that teachers need to achieve in order to perform the tasks of teaching and educating students in general education institutions.

Additionally, based on Article 33 of the Education Law 2019, general education institutions include secondary schools, as follows:

General education institutions include:
- Primary schools;
2. Secondary schools;
- High schools;
- Comprehensive schools with multiple levels of education.
Thus, according to the aforementioned regulations, professional standards for secondary school teachers are understood as a system of qualities and competencies that teachers need to achieve in order to perform the tasks of teaching and educating students in educational institutions.

What are the standards for achieving the professional standards of secondary school teachers in terms of teaching qualities?
Based on Article 4 of the Regulations on Professional Standards for Teachers of General Education Institutions issued together with Circular 20/2018/TT-BGDDT, the standards for teacher qualities are prescribed as follows:
Standard 1. Teacher Qualities
Comply with regulations and cultivate professional ethics; share experiences, support colleagues in cultivating ethics, and establish a teaching style.
- Criterion 1. Teacher Ethics
a) Basic level: Strictly adhere to regulations on teacher ethics;
b) Good level: Have a spirit of self-learning, self-cultivating, and striving to improve teacher ethics;
c) Excellent level: Be an exemplary model of teacher ethics; share experiences, support colleagues in cultivating teacher ethics.
- Criterion 2. Teacher Style
a) Basic level: Have appropriate demeanor and working method suitable for a teacher in general education institutions;
b) Good level: Have consciousness to self-cultivate and establish an exemplary teaching style; have a positive influence on students;
c) Excellent level: Be an exemplary model of teaching style; have a positive influence and support colleagues in establishing their teaching styles.
Thus, according to the regulations, to achieve the professional standards of secondary school teachers in terms of teacher qualities, a teacher must meet the following two criteria:

What is the process of evaluating the professional standards of secondary school teachers in Vietnam?
Based on Article 10 of the Regulations on Professional Standards for Teachers of General Education Institutions issued together with Circular 20/2018/TT-BGDDT, the process is regulated as follows:
Evaluation and Classification Process for Professional Standards of Teachers
- Evaluation Process
a) Teachers self-evaluate according to professional standards for teachers;
b) General education institutions organize feedback from colleagues in the subject team regarding the teacher being evaluated according to professional standards;
c) The head of the general education institution performs the evaluation and announces the results to the teacher based on self-evaluation results, colleagues' opinions, and practical performance through valid and suitable evidence.
- Classification of Evaluation Results
a) Achieve professional standards at a good level: All criteria reach at least a good level, with at least two-thirds achieving an excellent level, including criteria in Article 5 of this Regulation reaching an excellent level;
b) Achieve professional standards at a satisfactory level: All criteria reach at least a satisfactory level, with at least two-thirds achieving a good level, including criteria in Article 5 of this Regulation reaching a good level;
c) Achieve professional standards at a basic level: All criteria reach at least a basic level;
d) Do not achieve professional standards: Any criteria being evaluated do not reach a basic level (criteria evaluated at a basic level when failing to meet the basic requirements of that criterion).
Thus, the process of evaluating the professional standards of secondary school teachers is as follows:
(1) Teachers self-evaluate according to professional standards for teachers;
(2) General education institutions organize feedback from colleagues in the subject team regarding the teacher being evaluated according to professional standards;
(3) The head of the general education institution performs the evaluation and announces the results to the teacher based on self-evaluation results, colleagues' opinions, and practical performance through valid and suitable evidence.
What is the timeline for evaluating the professional standards of secondary school teachers in Vietnam?
Based on Article 11 of the Regulations on Professional Standards for Teachers of General Education Institutions issued together with Circular 20/2018/TT-BGDDT, the evaluation of professional standards for secondary school teachers is conducted on an annual cycle at the end of the school year.
The head of the general education institution organizes the evaluation of teachers on a bi-annual cycle at the end of the school year.
In special cases, with the approval of the higher authority, the school may shorten the evaluation cycle for teachers.
