Is it permissible to teach extra classes for grade 3 Vietnamese Language?
In Article 4 of the Regulation on extra teaching and learning issued with Circular 17/2012/TT-BGDDT, the following rules apply:
Cases Not Allowed to Teach Extra
- No extra teaching for students who already have schooling organized by the school for two sessions per day.
- No extra teaching for primary school students, except for cases: training in arts, physical education, life skills enhancement.
- Higher education, college, professional intermediate schools, and vocational schools do not organize extra teaching and learning of contents according to the general education program.
- For teachers receiving salaries from the public service provider's salary fund:
a) Not allowed to organize extra teaching and learning outside of the school but may participate in extra teaching outside of the school;
b) Not allowed to teach extra outside of the school for students whom the teacher is teaching in regular classes without permission from the Head of the teacher's management authority.
Thus, the law does not permit extra teaching for primary school students, except in cases of training in arts, physical education, and life skills.
Therefore, extra teaching of grade 3 Vietnamese Language is not permitted.
What are qualifications for teacher of grade 3 Vietnamese Language?
Based on Article 72 of the Education Law 2019:
Prescribed Qualifications for Teachers
- The training qualifications prescribed for teachers are as follows:
a) A diploma of pedagogy college or higher for preschool teachers;
b) A bachelor's degree in teacher education or higher for primary, secondary, and high school teachers.
In case a subject lacks teachers with a bachelor's degree in teacher education, the person must have a bachelor's degree in a suitable major and a certificate in pedagogical training;
c) A master's degree for university-level educators; a doctoral degree for educators involved in teaching, guiding master's theses, or doctoral dissertations;
d) The prescribed training qualifications for teachers teaching in vocational education institutions are implemented according to the provisions of the Vocational Education Law.

Thus, a teacher of grade 3 Vietnamese Language must have a bachelor's degree in teacher education or higher.
In cases where there are not enough teachers with a bachelor's degree in teacher education, they must have a bachelor's degree in a suitable major and a pedagogical training certificate.
