What is the process for selecting textbooks for primary students in Vietnam?
Based on Article 7 of Circular 27/2023/TT-BGDDT, the process for selecting textbooks in primary schools is as follows:
Step 1: The committee develops a plan to organize the selection of textbooks for the primary school; assigns tasks to the committee members.
Step 2: Organize textbook selection in the professional group
- Based on the committee's plan and textbook selection criteria, the head of the professional group develops a plan to organize textbook selection for each subject structured within the professional group and reports to the head before implementation;
- Organize for all subject teachers of the primary school (including regular, contracted, seconded, guest, multi-school teachers) to participate in selecting textbooks for that subject;
- No later than 20 days before the first meeting of the professional group, the head of the professional group organizes for subject teachers to study the textbooks, write feedback, and evaluate textbooks according to selection criteria;
- The head of the professional group organizes a meeting with subject teachers to discuss and vote on selecting one (1) textbook for that subject. In cases where there is only one textbook approved by the Minister of Education and Training, the professional group chooses from the approved textbook; no vote is needed.
The textbook selected is ensured to have at least 1/2 of the subject teachers' votes.
If no textbook receives at least 1/2 of the votes, the professional group must discuss and vote again; the selected textbook is the one with the highest number of votes in the second voting session.
If, in both votes, there are two (2) textbooks with the highest equal votes, the head of the professional group decides on the selection.
Professional group meetings are documented, including the teachers' feedback, and signed by the head and the designated recorder;
- The head of the professional group summarizes the results and forms a list of textbooks selected by the group, signed by the head and the designated compiler of the textbook list.
Step 3: The council meets, discusses, evaluates the organization of textbook selection by professional groups; verifies meeting records of professional groups; reviews feedback from teachers; compiles results into a written report (including contents: feedback on the organization of selection and textbook list selected by groups), signed by the council president and secretary.
Step 4: The council proposes to the head the list of textbooks approved by professional groups according to regulations.
Step 5: The primary school prepares a selection dossier to be sent to the Department of Education and Training. The dossier includes:
- Decision forming the council of the primary school;
- Meeting records of the council as regulated;
- List of textbooks selected by the primary school.

Based on Article 2 of Circular 27/2023/TT-BGDDT, the principles for selecting textbooks in primary schools are as follows:
- Select textbooks from the list approved by the Minister of Education and Training to ensure stable use in educational institutions.
