What are rights of foreign students studying in Vietnam on a Vietnamese government scholarship?
Based on Clause 1, Article 2 of the Regulation on the management of foreigners studying in Vietnam issued with Circular 30/2018/TT-BGDDT:
Interpretation of Terms
In this Regulation, the following terms are understood as follows:
- Agreement Scholarship Students are foreigners accepted to study in Vietnam and receive a scholarship provided by the Government of Vietnam under international agreements to which Vietnam is a member.

Based on Article 11 of the Regulation on the management of foreigners studying in Vietnam issued with Circular 30/2018/TT-BGDDT, the rights of scholarship students are regulated as follows:
Rights of Scholarship Students
To be guaranteed the rights of learners according to the regulations.
To be provided with complete information to serve their studies, appropriate to the conditions of educational institutions and facilities serving scholarship students.
To use the equipment and facilities for academic, cultural, physical education, and sports activities of educational institutions and facilities serving scholarship students.
To participate in cultural, artistic, physical education, and sports activities organized by the educational institution or facilities serving scholarship students.
To participate in scientific research activities organized by the educational institution like Vietnamese citizens.
To take exams, tests, defend theses, projects, dissertations, receive certificates, and diplomas.
To return to their home country for summer vacations, holidays, invite relatives to visit as per the regulations of Vietnam; to take leave, sick leave, or medical treatment leave with the consent of the educational institution.
Agreement Scholarship Students are entitled to standards and policies as per current regulations of Vietnam and the international agreements to which Vietnam is a member.
Scholarship students of the same nationality, studying at the same educational institution, or living in the same dormitory, can appoint a representative to manage and liaise with the educational institution or facility serving scholarship students to resolve issues related to the collective scholarship students of their country.
Therefore, foreigners studying in Vietnam on a Vietnamese government scholarship are scholarship students and have the following rights:
- To be guaranteed the rights of learners according to the regulations.
- To be provided with complete information to serve their studies, appropriate to the conditions of educational institutions and facilities serving scholarship students.
- To use the equipment and facilities for academic, cultural, physical education, and sports activities of educational institutions and facilities serving foreign students.
- To participate in cultural, artistic, physical education, and sports activities organized by the educational institution or facilities serving scholarship students.

What are responsibilities of foreigners studying in Vietnam on a Vietnamese government scholarship?
Based on Article 12 of the Regulation on the management of foreigners studying in Vietnam issued with Circular 30/2018/TT-BGDDT, the responsibilities of foreigners studying in Vietnam on a Vietnamese government scholarship are as follows:
- To comply with the laws of the Socialist Republic of Vietnam.
- To respect the customs and traditions of Vietnam.
- To implement the Regulation on the management of foreigners studying in Vietnam, the educational regulations, school charter for each level and form of education issued by the Ministry of Education and Training of Vietnam; the learning and living regulations and rules issued by the educational institution and facilities serving scholarship students.
- To implement conformable to the purpose of entering Vietnam to study.
- To foster friendly relations with Vietnamese citizens and foreign students from other countries.
- To preserve and protect the property of the educational institution and facilities serving foreign students.

a) Reprimand;
b) Warning;
c) Suspension of studies and repatriation;
