What are responsibilities of university students in Vietnam according to the Student Affairs Regulations for the full-time undergraduate training program?

What is a university student according to the law in Vietnam?

Based on Article 2 of the Student Affairs Regulations for Full-time University Educational Programs issued together with Circular 10/2016/TT-BGDDT, the concept of a student is defined as follows:

Student

1. A student as defined in these regulations is an individual currently studying a full-time university program at higher education institutions.

2. Students are the focal point of educational and training activities at higher education institutions, guaranteed the conditions to fully perform their duties and rights during the process of studying and training at educational and training establishments.

Thus, a university student is an individual studying at universities and enrolled in a full-time educational program.

What are responsibilities of university students in Vietnam?

According to Article 4 of the Student Affairs Regulations for Full-time University Educational Programs issued together with Circular 10/2016/TT-BGDDT regarding the duties of students:

- Complying with the guidelines and policies of the Communist Party, the laws of the State, the regulations of the university, and the rules and regulations of higher education institutions.

- Studying and training according to the program and plans of higher education institutions; proactively, positively self-studying, researching, being creative, and training in ethics and lifestyle.

- Respecting teachers, management staff, public employees, and staff of higher education institutions; uniting, assisting each other in the process of studying and training; maintaining good cultural lifestyles in schools.

- Preserving and protecting property; acting to contribute to the protection, construction, and promotion of the traditions of higher education institutions.

- Fully complying with health check regulations at the beginning of the course and periodically during the learning period as stipulated by the higher education institution.

- Paying tuition and health insurance fees fully and on time.

- Participating in public labor, volunteer activities, social activities for the community suitable to their abilities and health as required by the higher education institution.

- Complying with the duty to work for a specified period under State arrangements when receiving scholarships, training expenses granted by the State or funded by foreign countries according to the Agreement signed with the State; if not complied with, reimbursement of scholarships and training costs must be done as per the regulations of the Government of Vietnam.

- Participating in the prevention and combating of corruption and dishonesty in studying, examinations, and other student activities; promptly reporting to the faculty, functional departments, the head of the higher education institution, or authorized agencies upon discovering acts of corruption, dishonesty in studying, examinations, or violations of laws, regulations, other rules of students, staff, or teachers in higher education institutions.

- Participating in ensuring security, order, traffic safety, crime prevention, and social vices in schools, families, and communities.

- Performing other related duties as prescribed by laws and higher education institutions.

What are the rights of university students in Vietnam?

According to Article 5 of the Student Affairs Regulations for Full-time University Educational Programs issued together with Circular 10/2016/TT-BGDDT, university students have the following rights:

- Being admitted to study the registered majors/professions if meeting the admission criteria prescribed by the Ministry of Education and Training and higher education institutions.

- Being respected and treated equally; provided full personal information on studying and training as prescribed by higher education institutions; disseminated regulations on training, training, and state policies related to students.

- Being facilitated in studying, scientific research, and training.

- Enjoying policies, considered for scholarship awards for study encouragement, scholarships funded by organizations and individuals inside and outside the country according to current regulations; waived or reduced fees when using public services for transportation, entertainment, museum visits, historical sites, and cultural works as prescribed by the State.

- Providing opinions, participating in management and monitoring educational activities and conditions to ensure educational quality; directly or through legal representatives proposing solutions to contribute to building and developing higher education institutions; expressing aspirations and complaints to the head of higher education institutions to resolve issues related to the legitimate rights and interests of students.

- Considered for accommodation in dormitories and prioritized for dormitory accommodation arrangement as prescribed.

- Students meeting graduation recognition criteria are granted graduation certificates, academic transcripts, training records, related documents, and processing of other administrative procedures.
