According to the provisions of Article 18 of Decree 46/2017/ND-CP amended by Clause 10, Article 1 of Decree 135/2018/ND-CP as follows:
Procedures for Primary Schools to Conduct Educational Operations
1. The Head of the Department of Education and Training decides to allow educational operations for primary schools.
2. The application dossier includes:
a) A proposal requesting approval of educational operations;
b) A copy issued from the original register, a certified true copy from the original document, or a copy accompanied by the original for comparison of the decision on establishment or permission to establish the school.
3. Implementation procedures:
a) The principal of the primary school is responsible for preparing the application dossier requesting approval of educational operations as provided in Clause 2 of this Article;
b) The Department of Education and Training receives the dossier, reviews the conditions for permitting educational operations according to the provisions of Article 17 of this Decree. Within 20 working days from the date of receipt of a complete and valid dossier, the Department of Education and Training, in coordination with relevant specialized departments, shall give an opinion on the dossier and inspect the actual conditions of the primary school. If the conditions are met, the Head of the Department of Education and Training shall decide to permit the school to organize educational operations; if not, a written notice shall be sent to the school specifying the reasons and solutions.

How many consecutive terms may the principal of an primary school serve at a school in Vietnam?
According to Point c, Clause 1, Article 11 of the Primary School Charter, issued together with Circular 28/2020/TT-BGDDT, the specific provisions are as follows:

a) The principal of the primary school is responsible for managing and directing the activities and educational quality of the school.
b) The person appointed as a principal for a public school or recognized as a principal for a private school must meet the standards specified in the Principal Standard for general educational institutions and meet the following requirements: must meet the training standard of teachers as per the provisions of the Education Law for the elementary level; has taught for at least 05 years (or 04 years for mountainous areas, islands, highlands, remote areas, ethnic minority areas, and extremely disadvantaged areas) at the elementary level.
c) The term of office for an primary school principal is 05 years. After each school year, the principal is subject to feedback from public employees, workers in the school, and an evaluation by the competent authority as per regulations. A principal may not serve at one public primary school for more than two consecutive terms.
