Pursuant to Clause 1, Article 31 of the Education Law 2019, the general education program must ensure the following requirements:
- Reflect the goals of general education;
- Specify the required qualities and competencies students must achieve after each educational stage, the compulsory educational content for all students nationwide;
- Specify methods, forms of organizing educational activities, and evaluate educational outcomes for each subject at each grade and educational stage within the general education system;
- Be consistent nationwide and implemented flexibly, suitable for the specific conditions of localities and general education institutions;
- Be widely consulted with organizations, individuals, and tested before promulgation; be publicly announced after promulgation.

What are the 05 perspectives on developing the general education program in Vietnam?
Pursuant to the Appendix of the general education program issued with Circular 32/2018/TT-BGDDT (some content amended by Article 1, Article 2 of Circular 13/2022/TT-BGDDT), the 05 perspectives on developing the general education program include:
(1) The general education program is a document that reflects the goals of general education, prescribes the required qualities and competencies students must achieve, educational content, educational methods, and methods for evaluating educational outcomes, serving as a basis for managing the quality of general education; at the same time, it is a state commitment to ensure the quality of the entire system and each general education institution.
(2) The general education program is developed based on the viewpoints of the Communist Party and the State on fundamental, comprehensive reform of education and training; inheriting and developing the advantages of existing general education programs in Vietnam, and at the same time absorbing research achievements in education science and experience in program development based on the competency development model of advanced education systems worldwide;
The general education program is linked with the developmental needs of the country, the socio-technological advancements of the era; it is suitable to the characteristics of Vietnamese people and culture, the nation's traditional values, and common values of humanity as well as UNESCO's general educational development guidelines and initiatives;
The general education program creates equal opportunities for students' rights to protection, care, learning and development, their rights to be heard, respected, and to participate; laying the foundation for a humane society, sustainable development, and prosperity.
(3) The general education program ensures the development of learners' qualities and competencies through educational content with essential, practical, and modern knowledge and skills; balanced in virtue, intellect, physique, and aesthetics;
Emphasizes practice, applying learned knowledge and skills to solve problems in learning and life; highly integrated in lower grades, gradually differentiated in higher grades; through educational methods and forms that promote each student's initiative and potential, evaluation methods appropriate to educational goals and methods to achieve those goals.
(4) The general education program ensures a close connection among grades and educational stages and transitions with preschool education, vocational education, and higher education programs.
(5) The general education program is developed in an open direction, specifically:
- The program ensures a unified direction and core, compulsory educational content for students nationwide, while giving localities and schools the autonomy and responsibility to select, supplement certain educational content and implement educational plans suitable for the education subjects and conditions of localities and schools, contributing to connecting school activities with families, governments, and society.
- The program only prescribes general principles and directions about required qualities and competencies of students, educational content, educational methods, and evaluation of educational outcomes, not overly detailed, to allow textbook authors and teachers to be proactive and creative in implementing the program.
- The program ensures stability and the ability to develop in compliance with scientific-technological advancements and practical demands during implementation.

Pursuant to Section 2 of the Appendix issued with Circular 32/2018/TT-BGDDT, the goals of the general education program are as follows:
The general education program concretizes the goals of general education, helping students master general knowledge, effectively apply learned knowledge and skills to life and lifelong self-study, have orientation in career choice, know how to build and develop harmonious social relationships, have personality, character, and rich spiritual life, thereby leading a meaningful life and positively contributing to the development of the country and humanity.
The primary education program helps students form and develop fundamental elements establishing the foundation for harmonious development in physical and mental, quality and competency; primarily focusing on education about self-worth, family, community, and essential habits and discipline in study and life.
The lower secondary education program aids students in developing the qualities and competencies formed and developed in primary education, self-adjusting to common social standards, applying active learning methods to complete foundational knowledge and skills, initially understanding various occupations, and being career-oriented for further studies in upper secondary education, vocational training, or participating in labor life.
The upper secondary education program further develops the necessary qualities and competencies for working individuals, citizen awareness and character, ability for lifelong self-study, career choice matching with personal capabilities and interests, conditions, and circumstances to continue higher education, vocational training, or participating in labor life, and the ability to adapt to changes in the context of globalization and new industrial revolutions.
