What are requirements for reading speed of grade 3 students under the new curriculum in Vietnam?
The new curriculum is based on Circular 32/2018/TT-BGDDT or commonly referred to as the 2018 Curriculum.
According to Article 2 of Circular 32/2018/TT-BGDDT, the schedule for implementing the 2018 General Education Curriculum (or the 2018 Curriculum) is as follows:
- From the 2020-2021 academic year for Grade 1.
- From the 2021-2022 academic year for Grades 2 and 6.
- From the 2022-2023 academic year for Grades 3, 7, and 10.
- From the 2023-2024 academic year for Grades 4, 8, and 11.
- From the 2024-2025 academic year for Grades 5, 9, and 12.
By the 2024-2025 academic year, the final three grades, Grades 5, 9, and 12, will officially adopt the 2018 Curriculum instead of the 2006 General Education Curriculum (2006 Curriculum) as outlined in Decision 16/2006/QD-BGDDT like in the 2023-2024 academic year.
As of the 2024-2025 academic year, all grades in general education will be following the 2018 Curriculum.
Therefore, the reading speed of grade 3 students under the new curriculum will be based on Section V of the Appendix on the General Education Curriculum for Vietnamese Language, which is issued alongside Circular 32/2018/TT-BGDDT detailing the required competencies for grade 3 students in Vietnamese as follows:

- Read accurately and initially know how to read expressively descriptive passages, stories, poems; reading speed is about 70 - 80 words per minute. Know how to pause at punctuation marks or the rhythm of the poem.

Based on Section I of the Appendix on the General Education Curriculum for Vietnamese Language issued alongside Circular 32/2018/TT-BGDDT, the characteristics of the Vietnamese Language subject in the new curriculum are as follows:
- Vietnamese Language is a subject in the field of Language and Literature Education, taught from Grade 1 to Grade 12. In primary school, it is called Vietnamese; in middle school and high school, it is called Literature.
- Vietnamese Language is a subject that embodies the tools, aesthetics, and humanism; it equips students with communication tools, serving as the foundation for learning all other subjects and educational activities in school; it is also an important tool for educating students about the noble values of culture, literature, and national language; developing healthy emotions, humanistic affections, and a compassionate and altruistic way of life.
- Through language texts and lively artistic images in literary works, through reading, writing, speaking, and listening activities, the Vietnamese Language subject plays a major role in helping students form and develop beautiful qualities as well as core competencies to live and work effectively and to learn throughout their lives.
- The content of the Vietnamese Language subject is comprehensive, including cultural knowledge, ethics, philosophy,... related to many other subjects and educational activities such as History, Geography, Art, Civic Education, Foreign Language, Natural and Social, Experiential Activities, Career Orientation,... The Vietnamese Language subject is also closely linked to life; it helps students to be more attentive and connected to daily life, to relate and solve emerging issues in reality.
- The core content of the subject includes basic, essential knowledge, and skills in Vietnamese and literature, meeting the required competencies and qualities of students at each educational level; it is divided into two phases: the basic education phase and the career-oriented education phase.
- Basic education phase: The curriculum is designed around the main strands corresponding to the skills of reading, writing, speaking, and listening. Knowledge of Vietnamese and literature is integrated during the teaching processes of reading, writing, speaking, and listening. Learning materials are selected and arranged to suit the receptive abilities of students at each level.
- The goal of this phase is to help students master Vietnamese to communicate effectively in life and study well in other subjects and educational activities; to form and develop literary competency, a manifestation of aesthetic competency; simultaneously fostering thoughts and emotions for students to develop their souls and personality.
- Career-oriented education phase: The curriculum consolidates and develops the results of the basic education phase, helping students enhance their language and literary competencies, especially in receiving literary texts; strengthening the skills of creating argumentative and informational texts with more complex content and writing techniques; providing some historical and theoretical literary knowledge that is practically useful for reading and writing about literature; continuing to foster thoughts, emotions, souls, personalities for students to become responsible citizens.
- Additionally, each year, students oriented towards social and human sciences can choose to study some specific advanced topics. These topics aim to deepen students' knowledge of literature and language, application skills in practice, meeting their interests, needs, and career orientations.

The Vietnamese Language subject curriculum adheres to the basic regulations outlined in the Overall Program, while emphasizing the following principles:
[1] The curriculum is built on theoretical and practical foundations, updates research achievements in education, psychology, and teaching methods for Vietnamese Language; integrates research achievements in literature and linguistics; achievements in Vietnamese literature through periods; draws from the experience in developing Vietnamese Language curricula in Vietnam, especially from the beginning of the 21st century to date and international trends in curriculum development in general, specifically in Vietnamese Language; and considers the social, educational, economic conditions, and cultural traditions of Vietnam, especially the diversity of students in terms of region, learning conditions, and abilities.
[2] The curriculum focuses on training communication skills (reading, writing, speaking, and listening) as the main structure throughout all three educational levels to meet the competency-oriented curriculum's requirements and ensure consistency and continuity across all educational levels and grades.
Basic, foundational general knowledge about Vietnamese and literature is formed through the activities of receiving and creating texts, directly serving the requirements of training reading, writing, speaking, and listening skills.
[3] The curriculum is designed to be open, reflected in the non-mandatory detailed teaching content but specifies the required competencies in reading, writing, speaking, and listening for each grade; stipulates some fundamental, core knowledge about Vietnamese, literature, and some pivotal texts of national literature that are mandatory for students nationwide.
