What are requirements for national national defense lecturers in universities in Vietnam?

Pursuant to Article 5 of Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH, the regulations concerning teachers and lecturers of national defense are as follows:

Teachers and Lecturers of National defense and Security

1. Teachers and lecturers of national defense and security include those who meet the standard qualifications as regulated in Clauses 1 and 2, Article 6 of Decree No. 13/2014/ND-CP dated February 25, 2014, of the Government of Vietnam, detailing and guiding the implementation of the Law on National Defense and Security Education.

2. Educational institutions shall develop plans for training, fostering, and updating knowledge of defense and security, and teaching methods to ensure the required standard qualifications suitable to the teaching requirements at various training levels.

According to Article 6 of Decree 13/2014/ND-CP, the standard qualifications for national defense and security teachers and lecturers; time, completion roadmap are as follows:

1. Teachers must possess one of the following standard qualifications:

a) A bachelor's degree in defense and security education;

b) A university degree in another major and a certificate of training for defense and security education teachers and lecturers;

c) A second degree in the training major for defense and security education teachers.

2. Lecturers must possess one of the following standard qualifications:

a) A bachelor's degree in defense and security education or higher;

b) Military or police officers with a university degree or higher;

c) A university degree or higher in another major and a certificate of training for defense and security education teachers and lecturers along with a pedagogical training certificate.

3. Time, completion roadmap

The Ministry of Education and Training, in collaboration with the Ministry of National Defense and relevant agencies and organizations, shall develop and adjust the project for training defense and security education teachers and lecturers to ensure:

a) By the end of 2016, over 70%, and by the end of 2020, over 90% of defense and security education teachers are trained to meet the standard qualifications;

b) By the end of 2016, over 50%, and by the end of 2020, over 70% of defense and security education lecturers are trained to meet the standard qualifications.

Thus, a national defense lecturer in a university must meet one of the following standard qualifications:

- A bachelor's degree in defense and security education or higher;

- Military or police officers with a university degree or higher;

- A university degree or higher in another major and a certificate of training for defense and security education teachers and lecturers along with a pedagogical training certificate.

What are conditions for a higher education institution in Vietnam to train national defense and security lecturers?

Pursuant to Article 7 of Decree 13/2014/ND-CP, a higher education institution must meet the following conditions to be considered by the Ministry of Education and Training for opening a training program for national defense and security lecturers:

- Have a permanent faculty team responsible for teaching at least 70% of the training program, including at least one lecturer with a doctoral degree and three lecturers with a master's degree in the registered field.

- Have a training program for defense and security education teachers and lecturers issued by the Ministry of Education and Training.

- Have facilities, infrastructure, lecture halls, training grounds, specialized classrooms, and material resources to ensure teaching, studying, training, and living in a military lifestyle for students.

- Have a library, information search room, software, and equipment for borrowing, searching for documents, and sufficient information resources: books, textbooks, course materials, related documents, domestic and international journals to meet the training requirements for defense and security education teachers and lecturers.

- Have a specialized management unit meeting the requirements for professional management of university-level training activities for defense and security education teachers and lecturers.

Who has the authority to issue a national defense certificate to higher education students in Vietnam?

Pursuant to Clause 2, Article 10 of Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH, the conditions and authority to issue national defense certificates are as follows:

2. Authority to issue national defense and security certificates:

a) Directors, rectors of educational institutions that organize teaching and learning national defense and security have the authority to issue national defense and security certificates;

b) Directors of national defense and security centers issue national defense and security certificates according to the regulations on national defense and security linkage.

Thus, the authority to issue national defense certificates to university students is as follows:

- For universities that organize teaching and learning of national defense subjects, the director or rector of the university issues national defense certificates to students.

- In cases of national defense linkage, the director of the national defense and security center issues national defense certificates to students.
