Pursuant to Clause 1, Article 8 of Joint Circular 13/2016/TTLT-BYT-BGDDT, a medical room must meet the following conditions:

- The school must have a separate medical room, ensuring adequate space, conveniently located for first aid, emergency care, and student health care;

- The medical room in primary schools, lower secondary schools, upper secondary schools, multi-level schools, and specialized schools must be equipped at a minimum with the following:

+ 01 patient bed, a desk, chairs, a cabinet for instruments, common devices, a scale, a measuring tape, a blood pressure monitor, a thermometer, an eye chart, leg and arm splints, and some essential medicines for first aid and health care of students as stipulated in Decision No. 1221/QD-BYT.

+ For preschool educational facilities, there must be appropriate specialized equipment and essential medicines suitable for the age group;

- A health examination log book according to form A1/YTCS is required as specified in Circular 27/2014/TT-BYT; student health monitoring logs according to form No. 01 and comprehensive student health status monitoring logs according to form No. 02 as stipulated in Appendix No. 01 issued together with Joint Circular 13/2016/TTLT-BYT-BGDDT.

According to Clause 1, Article 11 of Joint Circular 13/2016/TTLT-BYT-BGDDT:

Statistics, Reports, and Evaluation on School Health Tasks

  1. Periodic and Ad hoc Reports

a) Schools must submit annual periodic health activity reports no later than May 30, using the report form specified in Appendix No. 02 issued with this Joint Circular to the local commune health station, the Education and Training Office, and the Department of Education and Training according to management levels;

b) Submit ad hoc reports as requested by higher-level management agencies.

  1. Evaluation of School Health Tasks

Schools themselves organize evaluations of the implementation results of school health tasks at the end of each school year: preschools evaluate according to the form stipulated in Appendix No. 03 issued with this Joint Circular; primary schools schools, lower secondary schools schools, upper secondary schools, multi-level schools, specialized schools evaluate according to the form stipulated in Appendix No. 04 issued with this Joint Circular.

Thus, schools must submit their periodic health activity reports for the school year no later than May 30.

What are regulations on organizing activities for managing, protecting, and caring for student health in Vietnam?

According to Article 9 of Joint Circular 13/2016/TTLT-BYT-BGDDT, the organization of activities for managing, protecting, and caring for student health is regulated as follows:

- Conduct health checks at the beginning of the school year to evaluate nutritional status and health: measure height, weight for children under 36 months; measure height, weight, blood pressure, heart rate, eyesight for students aged 36 months and above.

- Measure height and weight, record growth charts, and monitor physical development for children under 24 months monthly and for children from 24 months to 6 years quarterly; monitor body mass index (BMI) at least twice per school year to advise on proper nutrition and physical activity for upper secondary school students.

- Regularly monitor student health, detect vision impairment, spinal curvature, dental diseases, mental health disorders, and other illnesses to address, refer to medical facilities according to regulations, and apply appropriate study and training policies based on health status.

- Cooperate with qualified medical facilities to organize specialized medical examinations and treatment for students.

- Perform first aid and emergency care according to current Ministry of Health regulations.

- Provide consultation for students, teachers, parents or guardians of students on issues related to diseases, physical and mental development of students; guide students to self-care; in case there are disabled students in the school, provide advice and support for inclusive education.

- Guide the organization of school meals to ensure reasonable nutrition, diverse foods, and suitability for objects and ages for schools with boarding and semi-boarding students.

- Collaborate with local medical facilities to organize vaccination campaigns and vaccinations for disease prevention for students.

- Regularly inform, at least once per school year and as needed, about students’ health status to parents or guardians of students. School health staff assess the health status of students at the end of each level of education to provide a basis for monitoring health in subsequent levels.

- Establish and record in health examination logs, student health monitoring logs, and comprehensive student health status monitoring logs.

- Regularly check and supervise learning conditions, school hygiene, food safety, drinking water supply, and hand-washing soap. Proactively implement hygiene measures and disease prevention policies according to regulations in Circular No. 46/2010/TT-BYT and other guidelines of the health agency.

- Organize and implement health programs, hygiene campaigns, disease prevention, promote physical activity, adequate nutrition, and establish smoke-free, alcohol-free, and drug-free environments.
