What are the principles of appointing professional titles for public upper secondary school teachers in Vietnam?

According to Article 6 of Circular 04/2021/TT-BGDDT, the principles of appointing professional titles for upper secondary school teachers are as follows:

- The appointment of professional titles for public upper secondary school teachers as prescribed in Circular 04/2021/TT-BGDDT must be based on the current job position and meeting the standards of professional titles.

- When appointing teachers from the professional titles of upper secondary school teachers as specified in Interministerial Circular 23/2015/TTLT-BGDDT-BNV (replaced by Circular 04/2021/TT-BGDDT) to the professional titles of upper secondary school teachers, promotion in rank of professional titles is not allowed.

- Do not base the appointment on the educational level to appoint to a higher rank of professional title than the professional title that upper secondary school teachers have passed.

What are circumstances shall a person be appointed to the professional title of a upper secondary school teacher in Vietnam?

According to Article 7 of Circular 04/2021/TT-BGDDT, the cases for appointment to the professional title of a upper secondary school teacher include:

- Public employees who have been appointed to the professional titles of upper secondary school teachers according to the regulations in Interministerial Circular 23/2015/TTLT-BGDDT-BNV (replaced by Circular 04/2021/TT-BGDDT) will be classified into equivalent professional titles according to Article 2 of Circular 04/2021/TT-BGDDT.

- Newly recruited upper secondary school teachers, after finishing the probation period according to regulations and being evaluated by the head of a public service provider as meeting the requirements, will be appointed to the correct professional title rank for which they have passed.
