What are regulations on the uniform for lower lower secondary school students in Vietnam?

Based on Article 2 of Circular 26/2009/TT-BGDDT, the uniforms and ceremonial attire are stipulated as follows:

Uniforms and Ceremonial Attire

1. Uniforms are outfits used by all the students of a school when attending school to enhance a sense of responsibility, honor, pride in the school's traditions, represent equality among students, and contribute to building a learning environment and cultural lifestyle.

Uniforms include: same-color pants, same-color shirts (shirts, jackets, or traditional long dresses), badges, shoes or sandals.

Additionally, Article 4 of Circular 26/2009/TT-BGDDT stipulates the standards for uniforms as follows:

Uniform Standards

1. Summer uniforms include:a) shirts and trousers or traditional long dresses.b) Shoes or sandals with straps.c) The school's badge is attached to the left chest or the outer left sleeve (for students at general education institutions); attached to the left chest (for students at professional lower secondary schools, university students).For female students, if skirts are used, the length of the skirt must cover the knees.If traditional long dresses are chosen as uniforms, they are only applicable for female students of high schools, professional lower secondary schools, and university educational institutions.

2. Winter uniforms include:a) Jackets.b) Trousers or skirts similar to summer uniforms (for females).c) The school's badge is attached to the left chest or the outer left sleeve (for students at general education institutions); attached to the left chest (for students at professional lower secondary schools, university students).

3. Apart from uniform days, on other school days, students must dress neatly, cleanly, and formally.

According to Article 7 of Circular 26/2009/TT-BGDDT, the responsibilities of general educational institutions are as follows:

Responsibilities of General Educational Institutions

1. Based on the climate and weather of different regions, and the conditions of the school, with the consensus of the parents, the Principal decides on the wearing of uniforms and prescribes the design, color, and the number of uniform days per week.

2. In case of any changes in the design and color of the uniforms, approval from the School Council and the Parent Committee is required.

3. Parents or the Parent Committee organize the making or purchasing of uniforms in conformity with this Circular and other regulations of the school.

Therefore, according to the above regulations, the uniform for lower secondary school students is the attire used by all the students of a school when attending school.

Moreover, the uniforms for lower secondary school students can vary based on the climate and weather of different regions, and the conditions of the school, with the consensus of the parents, the Principal decides on the wearing of uniforms and prescribes the design, color, and the number of uniform days per week.

How old are lower secondary school students in Vietnam?

Based on Article 28 of the Education Law 2019, the education levels and ages in general education are as follows:

Education Levels and Ages in General Education

1. The levels and ages in general education are regulated as follows:

a) Primary education is conducted over 5 academic years, from grade one to the end of grade five. Students entering grade one are 6 years old, calculated by the year;

b) Lower secondary education is conducted over 4 academic years, from grade six to the end of grade nine. Students entering grade six must have completed primary education. The age for students entering grade six is 11 years old, calculated by the year;

c) Upper secondary education is conducted over 3 academic years, from grade ten to the end of grade twelve. Students entering grade ten must have a lower lower secondary school diploma. The age for students entering grade ten is 15 years old, calculated by the year.

Lower secondary education is conducted over 4 academic years, from grade six to the end of grade nine.

Students entering grade six must have completed primary education.

The age for students entering grade six is 11 years old, calculated by the year.

In other words, the age range for lower secondary school students is from 11 to 14 years old.

Therefore, according to these regulations, lower secondary school students start from grade 6 and are 11 years old.

Note: In cases where students are advanced in their studies or have higher age than the age specified in Clause 1, Article 28 of the Education Law 2019, this includes:

- Students who advance in their studies in case of early intellectual development;

- Students with a higher age due to being held back, students in economically and socially disadvantaged areas, students from ethnic minorities, students with disabilities, students who are underdeveloped physically or intellectually, orphans without guardians, students from poor households, students returning from abroad, and other cases as regulated by law.

Who are responsible for the uniform of lower secondary school students in schools within the locality in Vietnam?

Based on Article 6 of Circular 26/2009/TT-BGDDT, the responsibilities of the Director of the Department of Education and Training are as follows:

1. The Director of the Department of Education and Training is responsible for guiding general educational institutions and other educational institutions within their jurisdiction to organize the implementation of the regulations in this Circular.

2. Direct, inspect, and supervise the implementation of wearing uniforms in general educational institutions and other educational institutions within their jurisdiction.

Therefore, according to these regulations, the Director of the Department of Education and Training is responsible for guiding general educational institutions and other educational institutions within their jurisdiction to organize and implement the provisions in Circular 26/2009/TT-BGDDT, including the regulations on uniforms for lower secondary school students.
