Interpretation of terms

In this Circular, the following terms are understood as follows:

1. Supervision of the organization of education quality inspection is the Ministry of Education and Training's regular observation and consideration of compliance with legal regulations in the activities of the quality inspection organization.

2. Evaluation of the quality inspection organization is the Ministry of Education and Training's periodic systematic review and assessment of compliance with legal regulations and quality in the activities of the quality inspection organization as prescribed in this Circular.

Thus, supervision of the organization of education quality inspection is the Ministry of Education and Training's regular observation and consideration of compliance with legal regulations in the activities of the quality inspection organization.

What are the purposes of supervision of the quality inspection organization in Vietnam?

b) Assist the quality inspection organization in promptly adjusting activities to comply with legal regulations;

c) Serve as a basis for evaluating the quality inspection organization and making recommendations for the development and adjustment of policies on quality assurance and accreditation in education.

- Early detection and prevention of violations;

- Assisting the quality inspection organization in promptly adjusting activities to comply with legal regulations;

What activities are included in the supervision of the quality inspection organization in vietnam?

Pursuant to Article 6 of Circular 13/2023/TT-BGDDT, the supervision of the quality inspection organization includes the following activities:

- Collecting data and aggregating information from various sources:

+ Management software for the system ensuring and accrediting higher education quality; the information website of the quality inspection organization and the educational institution;

+ Periodic reports and other reports of the quality inspection organization submitted to the Ministry of Education and Training as prescribed; feedback information from the educational institution; information from organizations and individuals; other relevant information and documents;

+ Direct observation of some quality inspection activities of the quality inspection organization;

+ Review results of some external assessment reports of educational institutions and external assessment reports of training programs by the quality inspection organization.

- Analyzing and evaluating information

+ Reviewing the rationality of the information through comparison, checking to detect any abnormalities or irrationalities;

+ Reviewing, comparing, and checking the implementation of quality inspection activities with regulations and guidelines from the competent authority to detect any abnormalities;

+ In case of discovering missing, erroneous, or incorrect information that needs clarification as required by the monitoring or issues related to non-compliance with legal regulations, the Ministry of Education and Training requests the quality inspection organization to provide a written explanation, supplementing the information.

- Compiling supervision reports

+ The Quality Management Department completes the annual supervision report by January 31 of the following year to report to the leaders of the Ministry of Education and Training;

+ Ad hoc supervision reports are compiled at the request of competent authorities; when there are petitions, complaints, or signs of legal violations.

What is the use of results of supervision of the quality inspection organization in Vietnam?

According to Article 7 of Circular 13/2023/TT-BGDDT, the use of results of supervision of the quality inspection organization is specified as follows:

- The annual supervision report is a source of information for evaluating the quality inspection organization; the Ministry of Education and Training’s supervision results are sent to the quality inspection organizations as a basis for the quality inspection organizations to promptly address any limitations and improve activities to enhance quality.

- During the supervision process, if it is found that the quality inspection organization shows signs of violating quality inspection regulations, the Minister of Education and Training, at the proposal of the Chief of the Quality Management Department, decides on the organization of an evaluation of the quality inspection results or establishes an inspection team and implements measures against the organization or individuals involved as prescribed by law.
