Based on Article 72 of the Law on Education 2019, the standard educational qualification for teachers in Vietnam are defined as follows:
Standard educational qualification for teachers
- The standard educational qualification for teachers are defined as follows:
a) Have an associate degree in education or higher for preschool teachers;
b) Have a bachelor's degree in an education-related field or higher for primary, lower secondary, and upper secondary school teachers.
In cases where certain subjects lack teachers with bachelor's degrees in education, a bachelor's degree in a relevant field and a certificate in pedagogical training are required;
c) Have a master's degree for university lecturers; a doctorate for lecturers teaching and guiding master's theses and doctoral dissertations;
d) The required training standards for teachers at vocational education institutions are implemented as stipulated by the Law on Vocational Education.
- The Government of Vietnam stipulates the roadmap for raising the training standards for preschool, primary, and lower secondary school teachers as defined in points a and b, clause 1 of this Article. The Minister of Education and Training and the Minister of Labor, Invalids, and Social Affairs shall, within their powers and duties, stipulate the guidelines for employing teachers in cases where the standards in clause 1 of this Article are not met.
Thus, the standard educational qualification for teachers in Vietnam are as follows:
- For preschool teachers: Have an associate degree in education or higher;
- For primary, lower secondary, and upper secondary school teachers: Have a bachelor's degree in an education-related field or higher;
In cases where certain subjects lack teachers with bachelor's degrees in education, a bachelor's degree in a relevant field and a certificate in pedagogical training are required;

- The state has policies for recruitment, utilization, remuneration, and guarantees of necessary material and spiritual conditions for teachers to fulfill their roles and duties;
- Teachers working in gifted schools, ethnic boarding schools, ethnic semi-boarding schools, preparatory universities, schools for the disabled, reform schools, or other specialized schools, and those implementing inclusive education enjoy allowances and preferential policies;
- The state promotes and provides preferential treatment, including extra allowances and other policies, for teachers working in socio-economically disadvantaged areas.
Which institutions undertake the training and development of teachers in Vietnam?
Based on Clause 1, Article 74 of the Law on Education 2019:
Educational Institutions Undertaking the Training and Development of Teachers and Educational Managers
1. Educational institutions that undertake the training and development of teachers include pedagogical schools, education institutions with pedagogical departments, and institutions authorized to train and develop teachers.
- Educational institutions that undertake the training and development of educational managers include pedagogical schools, higher education institutions with educational management departments, and institutions authorized to train and develop educational managers.
- Pedagogical schools established by the state for the training and development of teachers and educational managers are prioritized in recruiting teachers, arranging educational managers, investing in infrastructure, dormitories, and ensuring training funds. Pedagogical schools have practice or internship facilities.
- The Minister of Education and Training and the Minister of Labor, Invalids, and Social Affairs shall, within their powers and duties, stipulate the implementation of the training and development tasks for teachers and educational managers and the institutions authorized to train and develop teachers and educational managers.
Thus, the institutions undertaking the training and development of teachers include:
