Recently, on July 30, 2024, the Ministry of Education and Training issued Official Dispatch 3898/BGDDT-GDTH of 2024 guiding the implementation of primary education tasks for the 2024-2025 school year. The instructions outline measures to ensure school safety in the general education program for the 2024-2025 school year as follows:
[1] Regarding hygiene to ensure school safety:
- Maintain environmental sanitation in the school and implement measures to ensure the physical and mental health of students, staff, teachers, and management personnel.
- Proactively develop flexible and appropriate teaching methods based on the practical conditions and the characteristics of the students to prepare for natural disasters and epidemics in the local area and school, based on summarizing and drawing experiences from previous school years.
[2] Regarding infrastructure to ensure school safety:
- Inspect, review, and reevaluate the quality of school buildings, develop plans, and carry out maintenance according to regulations.
- Do not use facilities that have exceeded their service life and are not safe, as required, without repair, renovation, or upgrade.
[3] Regarding education for students to ensure school safety through various activities:
- Continue to effectively implement tasks related to moral education, lifestyle, and life skills for students, and build a school culture.
- Engage in social work, provide psychological counseling for students, and ensure the educational environment is safe, healthy, friendly, and free from school violence.
Thus, according to the above guidelines, primary schools nationwide must proactively develop flexible and appropriate teaching plans based on the practical conditions and the characteristics of the students to prepare for natural disasters and epidemics in the local area and school, based on summarizing and drawing experiences from previous school years.

What shall primary schools in Vietnam do to ensure disease prevention for the 2024-2025 school year?
Based on the Appendix on Safe School Criteria, accident and injury prevention in general education institutions, and continuous education institutions, primary schools must have the following medical equipment to prevent an outbreak in the 2024-2025 school year as follows:
*School healthcare needs to ensure the following 5 requirements:
[1] Have a medical room located conveniently for initial first aid and emergency as regulated.
[2] Have an adequate list of essential medicines and medical equipment as regulated; have first aid equipment and items for disease prevention.
[3] Conduct health checks, maintain records, track students' health conditions, and update students' health status information on the Education Sector Database system.
[4] Have dedicated health personnel or part-time staff trained in professional skills according to regulations.
[5] Have plans to cooperate with local health authorities on school healthcare and materials, and conduct communication and education on the protection and care of students' health. Ensure no diseases or epidemics spread widely within the school.
*Note: the criteria mentioned above and other criteria for educational institutions will be assessed at the end of each school year and addressed before the new school year:

What shall primary schools in Vietnam do to proactively educate students on safety skills for the new 2024-2025 school year?
Based on Article 9 Circular 18/2023/TT-BGDDT, primary schools must proactively educate students on safety skills for the new 2024-2025 school year as follows:
* Implement integrated education, incorporating safety and injury prevention content into school subjects and educational activities.
*Regarding body safety, students will be educated on knowledge and skills about:
- Ensuring public security and order; preventing school violence, crime, and social evils in school, the community, and online environments.
- Preventing drowning, focusing on swimming skills and water safety skills; cooperate with families, local authorities, agencies, organizations, and individuals in managing and safely conducting swimming lessons, and preventing drowning for students in the community.
*Regarding traffic safety, students will be educated on knowledge and skills
- In traffic safety and cooperate with families to monitor and ensure traffic safety for students in the community.
- In fire prevention and firefighting, environmental protection, disaster response, accident and injury prevention such as falls, impacts, electric shocks, burns, poisoning, and animal attacks.
*Additionally, schools also organize teams, groups, clubs to help students actively engage in activities and thematic practices on injury prevention in schools, and support each other on the way to school, at home, and in the community.
