Organizational structure of a secondary school
The organizational structure of a secondary school includes: the school council; principal and vice-principal; the emulation and commendation council; the disciplinary council; the advisory council; the Communist Party of Vietnam organization; the Trade Union organization; the Ho Chi Minh Communist Youth Union organization; the Ho Chi Minh Young Pioneers organization; professional groups; the office; classes; and groups serving the specific educational activities of specialized schools.
Accordingly, based on the above regulations, the structure of a lower secondary school will include:
(1) The Communist Party of Vietnam organization; the Trade Union organization; the Ho Chi Minh Communist Youth Union organization; the Ho Chi Minh Young Pioneers organization;
(2) The school council;
(3) Principal and vice-principal;
(4) Emulation and commendation council; disciplinary council; advisory council;
(5) Professional groups; the office; classes; groups serving specific educational activities of specialized schools.

Based on the provisions of Article 4 of the Charter of lower secondary schools, upper secondary schools for multi-level general schools, issued together with Circular 32/2020/TT-BGDDT, the types and systems of lower secondary schools in Vietnam are regulated as follows:
*Types of secondary schools
- Secondary schools are organized into two types: public and private.
+ Public secondary schools are established and directly managed by competent state agencies. The main sources of investment for infrastructure and operating expenses of public secondary schools are guaranteed by the state budget.
+ Private secondary schools are invested in and ensure operational conditions by domestic or foreign investors and are established in accordance with the law. The sources of investment for infrastructure and operating expenses of private secondary schools come from outside the state budget.
*System of secondary schools
- Secondary schools with a single-level:
+ Lower secondary schools.
+ Upper secondary schools.
- Multi-level general schools:
+ Elementary and lower secondary schools.
+ Lower secondary and upper secondary schools.
+ Elementary, lower secondary, and upper secondary schools.
- Specialized schools and other educational institutions:
+ Boarding schools for ethnic minorities, semi-boarding schools for ethnic minorities.
+ Upper secondary specialized schools, talent schools.
+ Schools and classes for people with disabilities.
+ Reform schools.
+ Other educational institutions.

d) Duties and powers of the principal:
- Build and organize the school's apparatus as stipulated in Article 9 of this Charter; appoint heads and deputy heads; organize the establishment of the school council as stipulated at Points đ and e, Clause 1, Article 10 of this Charter;
- Organize the construction of the school's strategy, vision, goals, and development planning; school's organizational and operational regulations; annual educational plans to submit to the school council for approval and implement;
- Implement decisions or conclusions of the school council on matters stipulated at Point c, Clause 1, Article 10 of this Charter. If the principal disagrees with the school council's decision, the principal must seek the opinion of the school's direct superior educational management authority. While waiting for the opinion of the direct superior educational management authority, the principal must still comply with the decision of the school council on issues not contrary to current laws and this Charter;
- Report and evaluate the implementation results of the school's educational plan and decisions of the school council before the school council and competent authorities;
- Recruit, manage teachers, staff; sign labor contracts, accept, transfer teachers, staff; manage professional activities; assign work, inspect, evaluate, rank teachers, staff; carry out commendation and disciplinary work for teachers, staff as stipulated by law;
- Manage students and student activities organized by the school; approve the evaluation, ranking results of students, sign the school's required documents; sign the certification of student records, sign the certification of completion of the primary program for primary students (if any) of multi-level general schools, issue certificates of completion of general education programs for upper secondary students (if any), and decide on commendation and discipline for students;
- Manage the school's finances and assets;
- Implement state policies for teachers, staff, students; implement democracy regulations, the accountability of the head of the educational establishment in organizing school activities; carry out private investment activities in the school's education;
- Direct the implementation of emulation movements, campaigns; ensure transparency with the school and society in accordance with the law;
- Participate in professional group activities; self-study, self-train to improve professional skills, management capacity; enjoy preferential treatment policies for educators and other preferential policies as stipulated; participate in teaching according to the teaching hour criteria for principals;
- Receive training to improve professional skills and management, and enjoy policies and benefits according to the law.
