Based on Article 17 of the Regulations on Standards for Physical Facilities of Preschools, Primary Schools, Lower Secondary Schools, Upper Secondary Schools, and Multi-level Schools (Hereinafter referred to as the Regulations) issued with Circular 13/2020/TT-BGDDT:

Location, Scale, Area

  1. Requirements for school site and school point locations

a) Consistent with the local educational development planning;

b) The surrounding environment must ensure safety for students, staff, teachers, and employees;

c) Good transportation connectivity for students to attend school; meeting the requirements for fire and explosion prevention.

2. An upper secondary school must have a minimum scale of 15 classes and a maximum of 45 classes.

  1. The area of the land for school construction is determined based on the number of classes, number of students, with a minimum average of 10m² per student. For schools with boarding arrangements, the land area for boarding facilities must ensure 6m² per boarding student.

  2. Construction area standards for functional buildings

a) The administrative management block must comply with current regulations;

b) The blocks: study rooms; study support rooms; auxiliary rooms; playgrounds and sports areas; living quarters, are detailed in Appendix IV attached.

  1. The functional buildings that directly serve teaching activities and organizing educational activities must not exceed 4 floors; ensuring accessibility for disabled students.

Thus, the scale of an upper secondary school ranges from a minimum of 15 classes to a maximum of 45 classes.

What are the minimum standards for upper secondary school facilities in Vietnam?

Based on Article 18 of the Regulations issued with Circular 13/2020/TT-BGDDT, the minimal physical facility standards for a upper secondary school are as follows:

(1). Administrative Management Block

- Principal's Office must have an office equipped with enough machinery and office equipment as per current regulations;

- Vice Principal's Office must be equipped with adequate machinery and office equipment as per current regulations;

- Office must have 01 room; fully equipped with machinery and office equipment as per current regulations;

- Security Room must have 01 room; located near the school's entrance, with a convenient observational position;

- Restrooms for teachers, staff, and employees are arranged according to functional blocks, separate male and female restrooms; equipment quantity: for males 01 urinal/15 people, 01 toilet/20 people, 01 handwashing sink/04 toilets but no fewer than 01; for females 01 toilet/15 people, 01 handwashing sink/02 toilets but no fewer than 01. Separate restrooms should be conveniently located for use without affecting the environment;

- Parking area for teachers, staff, and employees are equipped with canopies and sufficient space for all the teachers, staff, and employees of the school.

(2). Studying Block

- Classrooms must have a minimum of 0.6 classrooms per class; fully equipped with: standard student desks and chairs with enough seating for students; desks, chairs for teachers; classroom boards; lighting system, and fan system;

- The school must have at least 01 Music room;

- The school must have at least 01 Art room;

- The school must have at least 01 Technology room;

- The school must have at least 01 Computer room;

- The school must have at least 01 Foreign Language room;

- The school must have at least 01 Multipurpose room;

- The school must have at least 01 Physics room;

- The school must have at least 01 Chemistry room;

- The school must have at least 01 Biology room.

(3). Study Support Block

- Library: each school must have at least 01 library; a library must have these functional areas: book storage, management area (library staff working area), reading area for teachers and students;

- Educational Equipment Room: each school must have at least 01 room; equipped with sufficient shelves and cabinets to store and preserve teaching equipment for the entire school;

- Each school must have at least 01 Counseling room;

- Each school must have at least 01 Traditional room, equipped with full facilities;

- Each school must have at least 01 Youth Union room; fully equipped; It can be combined with the tradition room.

(4). Auxiliary Block

- Meeting Room for all staff, teachers, and employees: the school must have 01 room, fully equipped according to current regulations;

- Specialized Team Rooms: the school must have at least 01 shared room for specialized teams; for schools with more than 30 classes, there must be at least 02 rooms; fully equipped according to current regulations;

- School Health Room: the school must have 01 room withj a medicine cabinet with essential medicines, first aid tools, patient beds;

- Warehouse: the school must have 01 room with common tools and school supplies;

- Students' Parking Area with canopies; the parking area for disabled students should be close to the entrance/exit;

- Students' Restrooms are arranged according to functional blocks, separate male and female restrooms, ensuring accessibility for disabled students; equipment quantity: for males 01 urinal, 01 toilet, and 01 sink for every 30 students (if using a urinal trough, ensure 0.6m long trough for every 30 students), with a wall/partition between the urinal and toilet; for females 01 toilet and 01 sink for every 20 students. Separate restrooms should be conveniently located for use without affecting the environment;

- Gate, Fence: the school campus and school points must be separated from the outside by protective fences (brick walls or green fences), ensuring sturdiness and safety. The school gate and school points must be solid and sturdy to attach the gate and school nameplate.

(5). Playground, Sports Area.

- There must be a common playground for the school to organize school-wide activities; the playground must be flat, with shade trees;

- The sports area must be safe and equipped with exercise and physical activity equipment for students.

(6). Living Service Block

- Kitchen (for schools that organize meals) is separated from the studying and study support blocks; one-way workflow, hygienic;

- Pantry (for schools that organize meals) is separately divided into food storage areas; with convenient entry and exit routes, separately divided areas for each type of food; equipped with food preservation equipment;

- Dining Hall (for schools with boarding, semi-boarding) must be equipped with proper service for students; fully equipped with necessary facilities;

- Students' Dormitory (for schools with boarding): there must be sufficient rooms for students to sleep, with toilets and bathrooms; separate areas for male and female students; fully equipped with necessary facilities;

- Students' Management Room (for schools with boarding)shall be located in the dormitory area so that teachers may manage boarding students;

- Common Living Room (for schools with boarding) shall be located in the boarding area, near the boarding students' rooms; fully equipped with necessary facilities.

(7). Technical Infrastructure

- Clean water supply system: meeting usage needs, ensuring the regulations and water quality standards as per current regulations; drainage system, combined water collection trench with cover, and wastewater treatment system ensuring wastewater quality according to regulations before discharging into the environment;

- Power supply system: ensuring sufficient capacity and safety for school operations;

- Fire prevention and firefighting system: ensuring compliance with current regulations;

- Information technology infrastructure, communication: telephones; internet connection serving school activities;

- Waste collection area: arranged independently, far from functional blocks, at the end of the wind direction; with a separate entrance, convenient for waste collection and transportation; separate collection area for hazardous chemicals, laboratory waste.

(8). Construction projects stipulated in clauses 1, 2, 3, 4, 5, 6 of Article 18 of the Regulations issued with Circular 13/2020/TT-BGDDT are built solidly or semi-solidly. The proportion of solid constructions must not be less than 60%.

(9). Teaching Equipment

- Teaching equipment is equipped according to the Ministry of Education and Training regulations;

- Specialized subject classrooms are fully equipped with desks, chairs, cabinets, shelves, electric and water systems, ventilation systems, other support equipment, and teaching equipment and learning materials tailored to each subject.

What criteria must an upper secondary school in Vietnam meet to achieve level 1 physical facility standards?

Based on Article 19 of the Regulations issued with Circular 13/2020/TT-BGDDT, an upper secondary school that meets level 1 physical facility standards ensures the minimal physical facility standards and the following stipulations:

(1). Administrative Management Block

- Separate office for the Principal and Vice Principals;

- Office for Communist Party organizations, unions: there must be 01 room, fully equipped as per current regulations;

- Teachers' Restrooms: separate restrooms for each floor, each row of classrooms.

(2). Studying Block

- Subject classrooms stipulated in points d, dd, e, g, h, i, k clause 2 Article 18 of the Regulations issued with Circular 13/2020/TT-BGDDT: for schools with a scale of 30 classes or more, each subject must have at least 02 classrooms;

- Social Science Classroom: at least 01 room.

(3). Study Support Block

- Library: reading room for students with at least 45 seats, reading room for teachers with at least 20 seats.

(4). Auxiliary Block

- Specialized Team Rooms: sufficient rooms corresponding to the number of specialized teams;

- Teachers' Rest Room: adjacent to the study block, ensuring 01 room for every 10 classes;

- Students' Restrooms: separate restrooms for each floor, each row of classrooms.

(5). Playground, Sports Area

- Sports playground separated from functional blocks by a green barrier; the sports training area has a canopy.

(6). Living Service Block

- Cultural House (for schools with boarding): serving cultural and arts activities; fully equipped.

(7). Construction projects stipulated in clauses 1, 2, 3, 4, 5, 6 of Article 18 of the Regulations issued with Circular 13/2020/TT-BGDDT and clauses 1, 2, 3, 4, 5, 6 of Article 19 of the Regulations issued with Circular 13/2020/TT-BGDDT are built solidly or semi-solidly. The proportion of solid constructions must not be less than 80%.

(8). Land use density:

- Construction area: no more than 45%;

- Garden area (green trees, playgrounds, sports yards): no less than 30%;

- Internal traffic area: no less than 25%.
