First, according to Article 24 of the Organization and Operation Regulations of the Continuing Education Center issued together with Circular 10/2021/TT-BGDDT, the regulations regarding students are as follows:

Students

Students at the Center are those who are currently enrolled in at least one educational or training program of the Center.

Additionally, according to Article 25 of the Organization and Operation Regulations of the Continuing Education Center issued together with Circular 10/2021/TT-BGDDT, the responsibilities of students are as follows:

- Respect teachers, administrative staff, and employees of the Center; comply with the Center's internal rules and the regulations of the Organization and Operation Regulations of the Continuing Education Center issued together with Circular 10/2021/TT-BGDDT.

- Fully comply with the learning and practical labor requirements as prescribed by the Center.

- Preserve and protect the Center's property.

- Contribute to building, protecting, and promoting the traditions of the Center.

- Pay tuition fees in full and on time (for students who are required to pay tuition fees).

Additionally, according to Article 26 of the Organization and Operation Regulations of the Continuing Education Center issued together with Circular 10/2021/TT-BGDDT, students also have the following rights:

- To be respected and treated equally, to be fully informed about their study progress.

- To select the program, mode of study, and study location suitable to their ability and conditions and the Center's conditions; to be facilitated in changing programs, modes, and places of study if requested and accepted by the receiving institution.

- To participate in the activities of the Center as regulated.

- To protect their legitimate rights either directly or through legal representatives, to contribute feedback on the teaching content, methods, and other activities of the Center.

- To receive a portion of the results from productive labor, practical technical activities, and other activities they participate in; to be considered for social allowance scholarships as per the law.

- Students who complete the continuing education programs as prescribed in Article 15 of the Organization and Operation Regulations of the Continuing Education Center issued together with Circular 10/2021/TT-BGDDT, will be awarded diplomas, certificates, or certifications.

According to Article 27 of the Organization and Operation Regulations of the Continuing Education Center issued together with Circular 10/2021/TT-BGDDT on student behavior, communication, and dress code, the regulations are as follows:

Behavior, Communication, and Dress Code of Students

1. The behavior and communication of students must be cultured, appropriate to the ethics and lifestyle in an educational environment.

2. Students' dress must be neat and convenient for study and activities at the Center.

Thus, students at the Continuing Education Center should dress neatly and in a way that is convenient for study and activities at the Center.

What are the regulations on facilities, qquipment, and libraries of the continuing education center in Vietnam?

According to Article 29 of the Organization and Operation Regulations of the Continuing Education Center issued together with Circular 10/2021/TT-BGDDT, the regulations on facilities, equipment, and libraries of the Continuing Education Center are as follows:

* Facilities

- The Center has a location for building facilities and adequate classrooms, desks, laboratory rooms, libraries, functional rooms, and practical labor rooms to meet teaching and learning requirements.

- The Center is responsible for developing a specific plan and roadmap for submitting to competent authorities for approval to enhance investments in facilities to meet higher standards.

- The Center is responsible for effectively managing and utilizing the facilities of the Center, avoiding waste; regularly planning to renovate and upgrade the facilities according to regulations; absolutely not putting into use facilities that have expired or are unsafe until they are renovated or repaired.

* Educational Equipment

- The Center is equipped with educational devices, organizing management and effective use of educational equipment in teaching and education as per the regulations of the Ministry of Education and Training.

- Teachers are responsible for effectively using the educational equipment of the Center in teaching and educational activities; encourage teachers and students to make their own teaching aids according to the requirements on content and teaching methods as stipulated in the continuing education program.

* Library

- The library of the Center is organized and operated according to the standards for school libraries as stipulated by the Ministry of Education and Training.

- The library of the Center serves learning, teaching, and scientific research activities for students, teachers, administrative staff, and workers.

- The library of the Center is arranged, organized safely, scientifically, and conveniently. Centers are encouraged to build open libraries, creating dedicated reading spaces for students. Developing electronic libraries in locations with suitable conditions is also encouraged.

- Private investment in developing libraries is encouraged.
