What are regulations on teaching quotas for primary school homeroom teachers in Vietnam?

Based on Article 6 of the Regulations on working policies for general education teachers issued with Circular 28/2009/TT-BGDDT (supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT), the teaching quotas are regulated as follows:

Teaching Quota

The teaching quota is the number of theoretical or practical lessons each teacher must teach in a week. Specifically:

  1. The teaching quota for primary school teachers is 23 lessons, 19 lessons for lower secondary school teachers, and 17 lessons for upper secondary school teachers.
  1. The teaching quota for teachers at ethnic boarding schools is 17 lessons at the lower secondary level and 15 lessons at the upper secondary level.

The teaching quota for teachers at semi-boarding ethnic schools is 21 lessons at the primary level and 17 lessons at the lower secondary level.

The teaching quota for teachers at schools or classes for the disabled and handicapped is 21 lessons for primary school teachers and 17 lessons for lower secondary school teachers.

2a. The teaching quota for teachers at preparatory university schools is 12 lessons.

  1. Teachers assigned as Head Supervisor of the Ho Chi Minh Young Pioneer Team in rank I schools teach 2 lessons a week, in rank II schools teach 1/3 of the teaching quota, in rank III schools teach 1/2 of the teaching quota of teachers of the same educational level. School ranking is in accordance with current regulations.

According to Article 8 of the Regulations on working policies for general education teachers issued with Circular 28/2009/TT-BGDDT (supplemented by Clause 8, Article 1 of Circular 15/2017/TT-BGDDT), homeroom teachers at the primary level are entitled to a reduction of 3 lessons per week.

Thus, the weekly teaching quota for primary school teachers is 23 lessons. Primary homeroom teachers are entitled to a reduction of 3 lessons, so they will teach 20 lessons.

What are the duties of primary school homeroom teachers in Vietnam?

Based on Article 27 of the Ordinance issued with Circular 28/2020/TT-BGDDT, primary school homeroom teachers have the following duties:

- Implement the primary education program and school education plan. Proactively carry out and be responsible for the education plan; take autonomous responsibility for fulfilling professional tasks (content, education methods, student assessment) and the quality and effectiveness of each student’s education in their class, ensuring compliance with the education program, suitable for the characteristics of students and specific conditions of the school.

- Participate in developing the education plan of the professional team and the school; regularly update guidance from the sector; prepare, organize teaching, and assess students according to regulations; conduct other professional activities.

- Establish a friendly, democratic relationship between the teacher and students, parents, and the community; help students to be proactive, creative, confident, independent in learning and practicing.

- Uphold the dignity, honor, and reputation of educators; apply cultural communication, solidarity, support for colleagues; be exemplary before students; love, treat students fairly and respectfully; protect students’ legitimate rights and interests.

- Self-assess according to the professional standards for teachers; engage in self-study, professional development to enhance career proficiency; conduct regular teacher training as required; share and exchange expertise with colleagues inside and outside the school through professional workshops and training sessions.

- Apply information technology in teaching, learning, and professional activities; be creative and flexible in self-making teaching aids.

- Participate in selecting textbooks as per regulations; request schools to equip with suitable reference materials and teaching aids for use in teaching.

- Engage in education quality assurance activities.

- Partake in compulsory education, universal education, and literacy eradication in the locality.

- Coordinate with the Ho Chi Minh Young Pioneer Team, student families, communities, and related social organizations to implement educational tasks.

- Manage and execute the education plan at the assigned school site when designated by the principal.

- Perform other duties as required by law and as assigned by the principal.

- Actively capture information about each student in the class assigned for homeroom work; design educational activities for the class with clear objectives, content, and methods that ensure feasibility, suitability to students' characteristics, and conditions to promote progress for the entire class and each student.

- Execute educational activities according to the developed and principal-approved plan.

- Closely collaborate with parents or guardians, teachers, head supervisors, related social organizations to organize educational activities and support, supervise learning and training of students in charge; compile student assessments, evaluations at the end of the first semester and the academic year; guide students in voting and recommending commendations; draft the list of students recommended for retention; complete the recording of student academic records.

- Report periodically or suddenly on the class's situation to the principal.

What is the standard training level for primary school teachers in Vietnam?

Based on Clause 1, Article 30 of the Ordinance issued with Circular 28/2020/TT-BGDDT regarding the standard training level, professional standards for teachers and staff:
