What are regulations on study encouragement scholarships for students in Vietnam in 2024?
Pursuant to Clauses 1, 2, and 3, Article 8 of Decree 84/2020/ND-CP on scholarships to encourage study:
- Subjects eligible for study encouragement scholarships:
[1] Upper secondary school students at specialized units within higher education institutions, specialized schools with good conduct and excellent academic performance in the semester are eligible for the scholarship, with specialized subject scores of 8.5 or higher, or attaining one of the prizes from commendation or higher in national, regional, or international excellent student contests of that year;
[2] Students from gifted schools in arts, sports with a conduct score from fairly good or higher, and academic scores of average or higher in the semester are eligible for the scholarship, and have won a prize or medal in national, regional, or international competitions of that academic year;
[3] Students currently studying at vocational education institutions, higher education institutions with academic and conduct results from fairly good or higher, who have not been disciplined from reprimand level or higher in the semester eligible for the scholarship.
- Scholarship amounts for subjects [1] and [2]
+ For specialized schools, arts, and sports gifted schools: The scholarship amount for one student per month is at least three times the current tuition fee of the local specialized upper secondary school;
+ For specialized upper secondary schools within higher education institutions: The scholarship amount for one student is determined by the principal of the higher education institution, but not lower than the current tuition fee ceiling that the student has to pay at the school;
+ For schools that do not charge tuition: The minimum scholarship amount is three times the tuition fee ceiling of the local upper secondary school.
- Scholarship amounts for subject [3]
+ Fair level: Scholarship amount equal to or higher than the current tuition fee ceiling of the industry, specialty, or occupation that the student has to pay at the school, decided by the principal (hereinafter collectively referred to as the principal) for students with an average academic score and conduct score of fair or higher. For private schools, the minimum scholarship amount is determined by the principal.
For non-tuition training programs, the unit price will be applied as ordered, assigned, or tendered by the State for the school’s training group;
+ Good level: Scholarship amount higher than the fair level determined by the principal for students with an average academic score of good or higher and a conduct score of good or higher;
+ Excellent level: Scholarship amount higher than the good level determined by the principal for students with an average academic score and conduct score of excellent;
+ The average academic score and conduct score specified in points a, b, and c of this clause are determined according to current regulations of the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs; in which the average academic score to consider the scholarship under this Decree is calculated from the first-time subject exam and test scores.

[1] Eligible recipients of study encouragement scholarships include:
- Specialized upper secondary school students.
- Students from specialized schools.
- Students from gifted schools.
- Students.
[2] The levels of study encouragement scholarships are divided into:
- Fair level scholarship
- Good level scholarship
- Excellent level scholarship
Therefore, currently, the study encouragement scholarship for students in 2024 will be awarded to the subjects in [1] and depending on the academic performance of the students in the academic year, they will receive different levels mentioned in [2].

What are the funding sources for scholarships for students in Vietnam?
Pursuant to Clause 4, Article 8 of Decree 84/2020/ND-CP, the funding sources for scholarships for students are regulated as follows:
- For specialized schools, arts, and sports gifted schools: study encouragement scholarships are allocated in the local budget expenditure estimates to be awarded to at least 30% of the specialized students of the school.
For specialized upper secondary schools within higher education institutions, study encouragement scholarships are allocated from the legitimate income sources of the higher education institution and from the legitimate income sources of the specialized upper secondary school;
- For vocational education institutions, higher education institutions: study encouragement scholarships are allocated at least 8% of tuition income for public schools and at least 2% of tuition income for private schools.
What are included in the application form for study encouragement scholarship in Vietnam in 2024?
The process for considering and awarding study encouragement scholarships is stipulated in Clause 6, Article 8 of Decree 84/2020/ND-CP which requires that students who are eligible for the scholarship may proactively submit an application for the school's consideration.
