On October 10, 2024, the Ministry of Education and Training issued Official Dispatch 6395/BGDDT-National Defense and Security Education in 2024 (download) concerning the enhancement of directives on ensuring the quality of meals; hygiene and food safety in the organization of learning the subject of National Defense and Security Education.
The Ministry of Education and Training of Vietnam has issued the following directives:
- Thoroughly grasp and strictly implement the regulations on organizing the teaching of the subject of National Defense and Security Education; existing documents and guidelines from the Ministry of Education and Training and the Ministry of Health on ensuring meal quality and food safety and hygiene.
- Emphasize the role and responsibility of the head of educational institutions, educational management staff, lecturers, employees, and workers in organizing communal dining and ensuring the quantity and quality of meals.
- Organize communal kitchens for students studying the subject of National Defense and Security Education in a strict and compliant manner; ensure the provision of meals is adequate and complete; maintain transparency and accountability in financial matters to avoid waste and loss; ensure hygiene and food safety.
- Enhance the inspection, examination, and monitoring activities at higher education institutions regarding the assurance of adequate meal quantity, quality, hygiene, and food safety; promptly detect and handle any violations.

Are university students in Vietnam required to study National Defense and Security Education?
According to Article 12 of the Law on National Defense and Security Education 2013:
Vocational Colleges, Higher Education Institutions
- National defense and security education at vocational colleges and higher education institutions is a compulsory subject.
- Ensure that learners possess basic knowledge of the Communist Party's views, the state's policy and law concerning national defense and security; building the people's national defense, people's security, linking national defense with security, constructing people's armed forces; supplementing knowledge on civil defense and military skills; being ready to perform military duties to defend the homeland.
- Organize centralized teaching and study at centers for national defense and security education or vocational colleges and higher education institutions. Based on specific conditions in the training program, cooperate with relevant agencies, organizations, and units to organize extracurricular research and study for learners with appropriate content and form.
Thus, since the subject of National Defense and Security Education at the university level is a compulsory course, university students are required to study it.

According to Article 4 of the Law on National Defense and Security Education 2013, the principles of national defense and security education include:
- Comply with the Constitution and laws of the Socialist Republic of Vietnam, under the leadership of the Communist Party of Vietnam, with unified management by the state.
- National defense and security education is the responsibility of the entire political system and the people, where the state plays the leading role.
- Integrate national defense and security education with political and ideological education, legal dissemination and education, and with the building of a strong and comprehensive foundation.
- Comprehensive education, with a focus on key areas using suitable forms; combine theory with practice, theoretical knowledge with practical application.
- The program and content of national defense and security education must be appropriate for each subject, promptly responding to actual circumstances.
- Ensure state secrecy, planning, continuity, development, science, modernization, simplicity, practicality, and efficiency.
What are the State's Policies on National Defense and Security Education in Vietnam?
According to Article 5 of the Law on National Defense and Security Education 2013, the state has the following policies on national defense and security education:
- The state ensures resources for national defense and security education activities, with priority policies for border areas, islands, mountainous regions, remote, and distant areas.
- The state encourages and facilitates agencies, organizations, and individuals to contribute intellect, effort, money, and assets for national defense and security education.
- Agencies, organizations, and individuals with achievements in national defense and security education are rewarded according to the provisions of the law.
