What are regulations on organization of managing, protecting and caring activities of students in Vietnam?
According to Article 9 of Joint Circular 13/2016/TTLT-BYT-BGDDT, the organization of managing, protecting and caring activities of students in Vietnam is regulated as follows:
- Conduct health checks at the beginning of the school year to assess nutritional status and health: measure height and weight for children under 36 months; measure height, weight, blood pressure, heart rate, and vision for students aged 36 months and older.
- Measure height, weight, record growth charts, monitor physical development monthly for children under 24 months and quarterly for children aged 24 months to 6 years; monitor body mass index (BMI) at least twice per school year to provide appropriate nutrition and physical activity advice for students.
- Regularly monitor students' health, detect visual impairment, spinal curvature, dental diseases, mental health disorders, and other illnesses to take action or refer to healthcare facilities as required and apply suitable study and exercise policies based on the health status.
- Coordinate with qualified healthcare facilities to organize specialized medical examinations and treatments for students.
- Administer first aid and emergency care according to the current regulations of the Ministry of Health.
- Provide advice to students, teachers, parents, or guardians on issues related to diseases, physical and mental development of students; teach students self-care; in cases where there are disabled students in the school, offer consultation and support for their integration.
- Guide the organization of school meals to ensure proper nutrition, diverse foods, appropriate for different age groups for boarding and semi-boarding schools.
- Collaborate with local healthcare facilities to organize vaccination campaigns for students.
- Regularly (at least once per school year) and as necessary, inform parents or guardians about students' health conditions. School healthcare staff assess students' health at the end of each educational level to provide a basis for monitoring health at the next level.
- Maintain and update medical records, health monitoring logs, and consolidated health status records for students.
- Regularly inspect and supervise learning conditions, school hygiene, food safety, drinking water provision, and handwashing soap availability. Proactively implement sanitation and epidemic prevention measures in accordance with Circular 46/2010/TT-BYT and other health authority guidelines.
- Implement healthcare programs, promote disease prevention hygiene, encourage physical activity, provide proper nutrition, and create a smoke-free environment without alcohol and addictive substances.

What are the school's responsibilities in healthcare work in Vietnam?
Pursuant to Article 12 of Joint Circular 13/2016/TTLT-BYT-BGDDT, which was replaced by Clause 7 of Article 147 of Decree 96/2023/ND-CP, the school has the following responsibilities in healthcare work:
- Fully implement the school healthcare content specified in Joint Circular 13/2016/TTLT-BYT-BGDDT.
- Direct, inspect, and supervise the implementation of school healthcare tasks.
- Ensure physical facilities, equipment, and medicines for school healthcare personnel to perform their duties.
- Propose to competent authorities to ensure manpower for school healthcare work.
- Consolidate the Health Care Committee for Students, where the Head is a representative of the school management board, the Deputy Head is the Head of the communal health station, the standing member is the school healthcare staff, other members include physical education teachers, Chief of the Pioneer Team (for primary and secondary schools), representatives of the Ho Chi Minh Communist Youth Union, the school's Red Cross Society, and the Parent Committee.
- In planning, constructing new, renovating, and repairing schools, purchasing equipment, learning materials, children's toys, medicines, and medical equipment, compliance with the current standards and regulations must be ensured or recommendations should be made to relevant authorities.
What are regulations on the funding for school healthcare work in Vietnam?
According to Article 3 of Joint Circular 13/2016/TTLT-BYT-BGDDT, the funding for school healthcare work is regulated as follows:
- The funding sources for school healthcare work include:
+ Annual health and education budget as per the current budget allocation of the units;
+ Health insurance funds for students as per current regulations;
+ Donations and support from domestic and foreign organizations and individuals according to the law and other legitimate sources.
- The funds for school healthcare work must be used appropriately and in accordance with current state policies and regulations.
- The estimation, compliance, and settlement of funds for school healthcare work shall be in accordance with current regulations.
