Based on Article 42 of the Regulations on the National Excellent Student Selection Exam issued with Circular 17/2023/TT-BGDDT, the handling of candidates violating the Regulations on the National Excellent Student Selection Exam is as follows:
- Reprimand:
+ For candidates who violate once; copying or exchanging test answers with other candidates;
+ This form of discipline is decided by the proctor and recorded in the minutes.
- Warning:
+ For candidates who violate one of the following: have been reprimanded once but continue to violate the regulations during the test session; exchange answers or scrap paper with other candidates; copy the work of other candidates or allow their work to be copied by others;
+ The warning discipline is decided by the proctor and recorded in the minutes, with evidence (if any).
- Suspension of exam:
+ For candidates who violate one of the following:
++ Have been warned once but continue to violate the regulations during the test session either at the reprimand or warning level;
++ Bring prohibited items into the examination room;
++ Bring the exam questions out of the examination room or receive solved answers from outside;
++ Write or draw unrelated content on their exam paper; engage in aggressive or threatening behavior towards exam officials or other candidates;
+ The proctor records the incident, collects evidence (if any), and reports to the President of the Examination Council. Candidates who are suspended must submit their exam papers, exam questions, and scrap paper to the proctor, leave the exam room immediately after the decision, and are only allowed to leave the exam area after the exam session ends;
+ Candidates suspended from any exam will have their results canceled for that exam year.
- Deducting points from the exam:
+ Candidates reprimanded during any exam will have 25% of the total score of that exam deducted;
+ Candidates warned during any exam will have 50% of the total score of that exam deducted;
+ Exams found marked during grading will have 50% of the total score of that exam deducted;
+ Zero score: Exam papers copied from unauthorized materials brought into the exam room; having more than one answer for one exam; having handwriting from two or more people; parts of the exam written on scrap paper not conformable:
+ Candidates suspended from any exam will receive a zero score for that exam and are not allowed to continue with subsequent exams;
+ The deduction of points mentioned in points c and d of this section is decided by the President of the Grading Council based on the written report of the Grading Committee.
- Canceling exam results for candidates who: Write or draw unrelated content on their exam papers; have someone else take the exam or do the work for them in any form; tamper with the exam after submission; submit someone else's work.
- Canceling exam results and creating a dossier for competent authorities to review and handle according to legal regulations for candidates violating one of the following:
+ Have someone else take the exam or do the work for them in any form;
+ Disrupt or sabotage the exam; assault exam officials or other candidates.
+ For violations with criminal indications, the education management agencies create a dossier for competent authorities to review and handle according to regulations; for other violations, depending on the nature and level of the violation, disciplinary actions will be taken according to the stipulated procedures.

What are the responsibilities of candidates for the national excellent student selection exam in Vietnam?
Based on Article 24 of the Regulations on the National Excellent Student Selection Exam issued with Circular 17/2023/TT-BGDDT, the responsibilities of candidates for the national excellent student selection exam in Vietnam are as follows:
- Arrive at the exam location on time as scheduled. Candidates arriving late after the start of the exam will not be allowed to take the test.
- Present the Exam Card (for the national excellent student selection exam) or Citizen Identification (for the Olympics team selection exam) before entering the exam room.
- Sit in the designated seat according to the assigned number in the exam room; sign the attendance list for each exam session.
- Only bring permitted materials and items as specified in Article 23 of the Regulations on the National Excellent Student Selection Exam issued with Circular 17/2023/TT-BGDDT.
Not allowed to bring into the exam room: Carbon paper, correction pens, alcoholic beverages; weapons, explosives, flammable materials; documents, communication devices, or information-holding devices that could be used to cheat during the exam and grading process.
- Upon receiving the exam questions, check the number of pages, write the candidate number on the exam questions. If any pages are missing, torn, damaged, or illegible, report to the proctor within 10 minutes of starting the exam.
- Maintain order in the exam room; do not communicate, discuss, copy others' work; ask for permission by raising a hand if needing to speak and do so only when allowed by the proctor; do not leave the exam room for the entire exam time.
In necessary cases, only leave the exam room with the proctor's permission and under the supervision of the outside proctor; leaving the exam room or exam area in urgent cases must be supervised by the police until the end of the exam time and decided by the President of the Examination Council. Report any observed cheating behaviors during the exam.
- Examination papers must be written using one type of pen, one type of ink; do not write in red ink or pencil (except for drawing circles with a compass); do not mark or create private signs in the papers; incorrect parts must be crossed out without erasure of any kind.
- ICT-exam candidates must save their work on the computer's hard drive; keep all sealed areas on the computer untouched until the exam time ends. For networked computer exams, follow the organization instructions.
- Upon the end-signal of the exam:
+ For written exams: All candidates must stop writing immediately and submit their exam papers; clearly state the number of submitted sheets and sign the Paper Receipt Form (even if no work was done);
+ For the ICT exam: All candidates must turn off their computer screens. When allowed by the proctor, candidates can turn on the screen and unseal the CD drive to save their work onto the CD; then, they watch the proctor print their work from the CD; sign the CD and the printed paper. For networked computer exams, follow the organization instructions;
+ For oral exams or practical exams in Foreign Languages, Physics, Chemistry, and Biology in the national excellent student selection and Olympic team selection exams: follow the organization instructions.
- After the exam ends, candidates can only leave the exam room when permitted by the invigilator.
- Candidates must safeguard their exam questions from receiving them until the end of the exam time.
