What are regulations on evaluation cycle for standards of public upper secondary school principal in Vietnam?
Based on Article 11 of the Regulations on the Standards for Principals of General Education Institutions issued together with Circular 14/2018/TT-BGDDT, the regulations on the cycle and authority for evaluating the standards of principals are as follows:
Cycle and Authority for Evaluating the Standards of Principals
- Evaluation Cycle
a) The principal conducts self-evaluation on an annual cycle at the end of the school year;
b) The direct supervisory higher authority evaluates the principal on a biennial cycle at the end of the school year. In special cases, the supervisory higher authority decides to shorten the evaluation cycle.
- Evaluation Authority
a) The Head of the Education and Training Department presides over the evaluation of principals of primary schools, lower secondary schools, schools with multiple educational levels where the highest level is lower secondary, semi-boarding ethnic schools, and county-level boarding ethnic schools;
b) The Director of the Department of Education and Training presides over the evaluation of principals of upper secondary schools, schools with multiple educational levels where the highest level is upper secondary, specialized schools, and provincial-level boarding ethnic schools;
c) The heads of universities, institutes, and academies preside over the evaluation of principals of affiliated primary and secondary education institutions;
d) The Director of the Department of Personnel Organization (Ministry of Education and Training) presides over the evaluation of principals of affiliated primary and secondary education institutions.
Thus, the cycle of evaluating the standards for principals of public general schools is once a year at the end of the school year.

What are professional quality standards for a Principal of a public general school in Vietnam?
Based on Article 4 of the Regulations on the Standards for Principals of General Education Institutions issued together with Circular 14/2018/TT-BGDDT, a principal of a general school must meet the following professional quality standards: have exemplary professional ethics and innovative thinking in leadership and school management; have the capacity to develop professional and technical skills.
- Criterion 1: Professional Ethics
+ Satisfactory level: adheres well to the regulations on teachers' ethics; strictly directs the compliance with regulations on teachers' ethics within the school;
+ Good level: promptly identifies and corrects violations of ethics among teachers, staff, and students; proactively and creatively builds rules and regulations on teachers' ethics within the school;
+ Excellent level: positively influences the management staff of genral education institutions in organizing ethical education activities within the school.
- Criterion 2: Innovative Thinking in Leadership and School Management
+ Satisfactory level: has innovative thinking in leadership and school management aimed at developing qualities and competencies for all students;
+ Good level: spreads innovative thinking to all members within the school;
+ Excellent level: positively influences the management staff of general education institutions regarding innovative thinking in leadership and school management.
- Criterion 3: Capacity for Professional and Technical Skills Development
+ Good level: innovates and creatively applies forms, methods, and chooses contents for learning, training, and enhancing professional and technical skills;
+ Excellent level: guides and supports the management staff of general education institutions regarding professional and technical skills development to meet educational innovation requirements.
What are purposes of establishing the standards for principals in Vietnam?
Based on Article 2 of the Regulations on the Standards for Principals of General Education Institutions issued together with Circular 14/2018/TT-BGDDT, the purposes of establishing the standards for principals in Vietnam are as follows:
- To serve as a basis for principals of general education institutions to self-evaluate their qualities and competencies; to develop and implement plans to train and enhance their leadership and management qualities in response to educational innovation requirements.
- To serve as a basis for state management agencies to evaluate the qualities and competencies of principals of general education institutions; to develop and implement policies to develop the management staff of general institutions; to select and utilize the core management staff of general education institutions.
- To serve as a basis for teacher training and education management institutions to build and develop programs and organize training courses to develop the leadership and management qualities of the management staff of general education institutions.
- To serve as a basis for vice-principals who are in the planning for principal positions; teachers who are in the planning for principal or vice-principal positions to self-evaluate, develop, and implement plans to train and enhance their leadership and management qualities.
