What will be the program and curriculum for college-level training in the form of distance education and self learning with guidance in Vietnam?

Pursuant to Article 3 of Circular 33/2018/TT-BLDTBXH, the program and curriculum for college-level training in the form of distance education and self learning with guidance are as follows:

- The program and curriculum for college, intermediate, and elementary levels in the form of distance education and self learning with guidance are the training programs and curricula of the corresponding disciplines according to the regular training forms, adjusted by the vocational training institution to suit the learners' abilities, the training form, and the training duration.

For general subjects in the college and intermediate level training programs, adjustments may be made to suit the learners and the head of the vocational training institution shall decide.

- The program and curriculum for college and intermediate levels in the form of distance education and self learning with guidance are independently constructed, selected, approved, and utilized by the head of the vocational training institution following the regulations in Circular 03/2017/TT-BLDTBXH (this document has expired and has been replaced by Circular 01/2024/TT-BLDTBXH); the organization of compiling, selecting, and appraising the intermediate and college-level training curricula.

- The program and curriculum for elementary levels in the form of distance education and self learning with guidance are independently constructed, selected, approved, and utilized by the head of the vocational training institution following the regulations in Circular 42/2015/TT-BLDTBXH.

- The approved training programs must be publicly available on the vocational training institution's electronic information portal before organizing admissions.

What are regulations on admissions to college levels in the form of distance education and self learning with guidance in Vietnam?

Pursuant to Article 6 of Circular 33/2018/TT-BLDTBXH, the regulations on admissions to distance education and self learning with guidance are as follows:

- Admissions to the college, intermediate, and elementary levels in the form of distance education and self learning with guidance shall be implemented according to the regulations in Circular 05/2017/TT-BLDTBXH (this document has expired and has been replaced by Circular 05/2021/TT-BLDTBXH) and Circular 42/2015/TT-BLDTBXH for the elementary level.

- Vocational education centers and intermediate schools are only allowed to recruit students to the form of distance education and self learning with guidance for the sectors and professions in the vocational education registration certificate when they have a Training Program Registration Report (in the form prescribed in Appendix I issued with Circular 33/2018/TT-BLDTBXH) sent to the Department of Labor, Invalids and Social Affairs for monitoring and management.

- Colleges and higher education institutions are only allowed to recruit students to the form of distance education and self learning with guidance for the sectors and professions in the vocational education registration certificate when they have a Training Program Registration Report (in the form prescribed in Appendix I issued with Circular 33/2018/TT-BLDTBXH) sent to the General Directorate of Vocational Education for monitoring and management.

- Enterprises are only allowed to recruit students for elementary level training in the form of distance education and self learning with guidance when they have a Training Program Registration Report (in the form prescribed in Appendix I issued with Circular 33/2018/TT-BLDTBXH) sent to the Department of Labor, Invalids and Social Affairs for monitoring and management.

- Vocational education institutions and enterprises are only allowed to recruit students for some general subjects, modules, and credits in college, intermediate, and elementary-level training programs in the form of distance education and self learning with guidance to apply generally in the vocational education system after having a Registration Report for Subject, Module, Credit Training (in the form prescribed in Appendix II issued with Circular 33/2018/TT-BLDTBXH) sent to the General Directorate of Vocational Education for monitoring and management.
