What are regulations on credit transfer in master's degree programs in Vietnam?
Based on Article 4 of the Admission and Training Regulations for Master's Degree issued together with Circular 23/2021/TT-BGDDT, the recognition of academic results and credit transfer is as follows:
Recognition of Academic Results and Credit Transfer
- Learners may be considered for recognition and credit transfer of certain modules if they have attended another master's degree program or graduated from a specialized intensive training program under the provisions of Article 14 of Decree No. 99/2019/ND-CP dated December 30, 2019, by the Government of Vietnam detailing and guiding the implementation of certain articles of the Law amending and supplementing several articles of the Law on Higher Education. The number of recognized and transferable credits shall not exceed 30 credits.
- Students pursuing an undergraduate training program (or higher level) with cumulative average grades classified as good or above and other conditions as prescribed by the training institution may register to take certain master's degree modules in advance at the same training institution. The number of recognized credits shall not exceed 15 credits.
- The modules considered for recognition and credit transfer under the provisions of Clauses 1 and 2 of this Article must meet the following requirements:
a) Meeting the output standards, requirements for lecturers, learning volume, and other requirements of the module in the master's degree training program;
b) The evaluation grade must be C or higher (or equivalent conversion);
c) The completion time must not exceed 5 years from the time of recognition and transfer evaluation.
- The training institution's regulations specifically prescribe:
a) Conditions, evaluation criteria, and procedures for the recognition of academic results and credit transfer;
b) Conditions and procedures for students to register for study as prescribed in Clause 2 of this Article;
c) The validity period of the academic results for recognition and credit transfer consideration;
d) The modules (or group of modules) and the number of recognized, transferable credits according to the learner and training program.
Thus, the regulations on credit transfer in master's degree training are as follows:

1. Students pursuing a research-oriented program must undertake a research topic with a volume from 12 to 15 credits, the results of which are presented in a thesis. Students must complete the thesis in no less than 6 months.
- The thesis is a scientific report summarizing the main research results of the student, meeting the following requirements:
a) Contributing to theoretical, academic aspects or technology development, innovation; demonstrating the student's research capability;
b) Conforming to the cultural, ethical norms, and societal mores of Vietnamese people;
c) Complying with the training institution's regulations on academic integrity and current legal provisions on intellectual property.
- Each student has one or two thesis supervisors, one of whom must be a full-time lecturer at the training institution. At one time, a single supervisor can oversee no more than 5 students (including those undertaking the graduation module of the application-oriented program); in the case of co-supervisors, 2 students are equivalent to 1 independently supervised student.
