Based on the regulations stipulated in Clause 2, Article 11 of working policies for general education teachers, issued together with Circular 28/2009/TT-BGDDT (amended by Clause 11, Article 1 of Circular 15/2017/TT-BGDDT):
- Besides the primary task of teaching in class, teachers must engage in professional activities and other activities as assigned by the principal. The conversion of these activities into teaching hours to calculate the teaching hours for each teacher is done as follows:
+ For teachers assigned as educational inspector collaborators, the conversion of working time is calculated according to Circular 31/2014/TT-BGDDT dated September 16, 2014, by the Minister of Education and Training on amendments and supplements to certain articles of Circular 54/2012/TT-BGDDT dated December 21, 2012, issued by the Minister of Education and Training on regulations for educational inspector collaborators;
+ For teachers summoned to participate in guiding, training, or professional development conducted by the District Education Department, the Department of Education and Training, or the Ministry of Education and Training, 1 hour of actual guiding, training, or development is calculated as 1.5 teaching hours;
+ For extracurricular reports and creative experiential activities for students organized by the school (with lesson plans/teaching plans or report outlines), each actual report hour is calculated as 1.5 teaching hours;
+ The school principal, based on the actual situation, prescribes the conversion of teaching hours for other professional work after obtaining the approval of the Head of the Education Department, Director of the Department of Education and Training, and Minister of Education and Training, depending on management decentralization for education facilities.
Thus, according to the aforementioned regulations, for teachers training provincial-level gifted students when summoned by the District Education Department, 1 hour of actual guiding or training is calculated as 1.5 teaching hours.

What is the teaching hour norm for teachers in Vietnam?
Based on Article 6 of Circular 28/2009/TT-BGDDT (supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT), the teaching hour norms for teachers are prescribed as follows:
- The teaching hour norm for primary school teachers is 23 hours, for lower secondary school teachers is 19 hours, and for upper secondary school teachers is 17 hours;
- The teaching hour norm for teachers at boarding ethnic minority schools is 17 hours at the lower secondary level and 15 hours at the upper secondary level;
The teaching hour norm for teachers at semi-boarding ethnic minority schools is 21 hours at the primary level and 17 hours at the lower secondary level;
The teaching hour norm for teachers at schools or classes for disabled and handicapped individuals is 21 hours for primary teachers and 17 hours for lower secondary teachers.
- The teaching hour norm for teachers at university preparatory schools is 12 hours.
- Teachers who are in charge of the Ho Chi Minh Young Pioneer Organization in rank 1 schools teach 2 hours a week, in rank 2 schools teach 1/3 of the regular teaching hours, and in rank 2 schools teach 1/2 of the regular teaching hours for teachers of the same education level. The classification of general schools is according to the current regulations.

What are cases in which concurrent teaching duties are reduced for teachers in Vietnam?
Based on Article 8 of Circular 28/2009/TT-BGDDT, and Clause 8, Article 1 of Circular 15/2017/TT-BGDDT regarding the policies on reducing teaching hour norms for teachers with concurrent professional duties are prescribed:
- Homeroom teachers at primary levels are reduced by 3 hours/week, while those at lower secondary and upper secondary levels are reduced by 4 hours/week.
- Homeroom teachers at boarding ethnic minority schools at the lower secondary and upper secondary levels are reduced by 4 hours/week. Homeroom teachers at specialized and semi-boarding schools are reduced by 4 hours/week. Homeroom teachers at schools and classes for disabled and handicapped individuals are reduced by 3 hours/week.
- Homeroom teachers at university preparatory schools are reduced by 3 hours/week.
- Teachers concurrently in charge of subject classrooms are reduced by 3 hours/subject/week.
- Teachers concurrently in charge of school-wide cultural activities, physical education, garden nursery, workshop, equipment room, or library (if these tasks do not have dedicated staff) are reduced by 2 - 3 hours/week depending on the workload, as decided by the principal.
- Subject team leaders are reduced by 3 hours/week.
- Deputy subject leaders are reduced by 1 hour/week.
- Teachers concurrently heading functional departments at university preparatory schools are reduced by 3 hours/week;
