What are regulations on application and procedures for consideration of policy scholarships in Vietnam?
Pursuant to Clauses 4 and 5, Article 9 of Decree 84/2020/ND-CP, the application and procedures for issuance and consideration of policy scholarships in Vietnam are as follows:
* Dossiers for policy benefits:
- For students under policies of designated admission: A commitment letter from the student, with confirmation from the school where the student is enrolled (Form No. 01 in the Appendix issued under Decree 84/2020/ND-CP);
- For students of preparatory schools and boarding ethnic schools: Certified copies from the original birth certificate, authenticated copies from the original or copies enclosed with the original for comparison; admission notice;
- For trainees of vocational education institutions for war invalids and persons with disabilities:
+ Request form (Form No. 02 and Form No. 03 in the Appendix issued under Decree 84/2020/ND-CP);
+ Certified copies from the original birth certificate, authenticated copies from the original or copies enclosed with the original for comparison;
+ Certified copies from the original disabled card issued by the commune-level People's Committee for disabled trainees; if the learner has no disabled card, they can submit a certified copy from the original decision by the district-level People's Committee regarding social allowance for persons with disabilities;
+ Certified copies from the original war veterans card for trainees who are war invalids.
* Procedures for reviewing and granting scholarships:
(1). For students under policies of designated admission:
- Within 15 days from the enrollment date, students submit their dossiers directly, via postal service, or online according to regulations to the Department of Home Affairs where the permanent residence is registered for university and pedagogical college students, or to the Department of Labor, War Invalids, and Social Affairs for other college students except for pedagogical colleges. Each student submits one dossier once for the entire study period at the educational institution;
- The Department of Home Affairs, Department of Labor, War Invalids, and Social Affairs receive dossiers, verify them, compile lists, estimate budget needs (Form No. 04 in the Appendix issued under Decree 84/2020/ND-CP) and proceed with the payment of scholarships according to regulations. In case the dossier is not conformable, the Department of Home Affairs, Department of Labor, War Invalids, and Social Affairs must inform the students within 07 working days from the date of receiving the dossier;
- Students receive scholarships directly at the Department of Home Affairs, Department of Labor, War Invalids, and Social Affairs or through their bank accounts on a periodic basis.
(2). For students of preparatory schools and boarding ethnic schools:
- Within 15 days from the enrollment date, students submit their dossiers to the school where they are enrolled to review and grant scholarships. Each student submits one dossier once for the entire study period at the educational institution;
- Educational institutions receive dossiers, verify them, compile lists, estimate budget needs (Form No. 04 in the Appendix issued under Decree 84/2020/ND-CP) and send them to the direct managing agency.
In case the dossier is not conformable, the educational institution must inform the students within 05 working days from the date of receiving the dossier;
- Students receive scholarships at the educational institution on a periodic basis according to regulations.
(3). For trainees of vocational education institutions for war invalids and persons with disabilities:
- Within 15 days from the enrollment date, the vocational education institution informs the trainees about the policy scholarships, the submission time of dossiers, and guides trainees in submitting their dossiers according to regulations. Each trainee submits one dossier once for the entire study period at the vocational education institution;
- For trainees of public vocational education institutions: The principal of the public vocational education institution organizes the verification, compiles lists, estimates budget needs to implement policy support for students' study expenses (Form No. 04 in the Appendix issued under Decree 84/2020/ND-CP) and submits them to the direct managing agency for approval, which then submits them to the financial authority for approval.
In case the dossier is not conformable, the public vocational education institution must inform the trainees within 05 working days from the date of receiving the dossier;
- For trainees of private vocational education institutions: Trainees submit a request form (Form No. 03 in the Appendix issued under Decree 84/2020/ND-CP) to the vocational education institution for confirmation within 10 working days from the date of receiving the form and guides trainees to submit their dossiers to the District Department of Labor, War Invalids, and Social Affairs where the trainees have permanent residence.
The District Department of Labor, War Invalids, and Social Affairs verifies, approves the list of eligible policy beneficiaries, and compiles budget needs to submit to the financial authority for approval.
In case the dossier is not conformable, the District Department of Labor, War Invalids, and Social Affairs must inform the trainees within 07 working days from the date of receiving the dossier;
- If trainees fail to submit complete dossiers as per regulations, they are only paid the policy scholarships from the date the vocational education institution or the District Department of Labor, War Invalids, and Social Affairs receives the complete dossier as per regulations and are not entitled to retroactive scholarships for the previous study period before the complete dossier was submitted.

What is the current level of policy scholarship benefits in Vietnam?
Pursuant to Clause 2, Article 9 of Decree 84/2020/ND-CP, the level of policy scholarship benefits is as follows:
- For students under designated admission policy, students of preparatory schools, boarding ethnic schools; trainees of vocational education institutions for war invalids and persons with disabilities, the scholarship amount is 80% of the statutory pay rate per month;
- For trainees who are war invalids belonging to poor households studying in vocational education institutions for war invalids and persons with disabilities, the scholarship amount is 100% of the statutory pay rate per month.
* Pursuant to Clause 2, Article 3 of Decree 73/2024/ND-CP, from July 01, 2024, the statutory pay rate is 2,340,000 VND per month.
