What are regulations on admission for the Center for Vocational Education and Continuing Education in Vietnam?
Based on Article 12 of the Regulation on the Organization and Operation of Vocational Education - Continuing Education Centers issued together with Circular 01/2023/TT-BGDDT, the recruitment process for Vocational Education - Continuing Education Centers is as follows:
(1). Annually, the Center develops a student recruitment plan based on the learning needs of the local population, the socio-economic development plan of the locality, the scale of operations, and the Center’s capacity to meet these needs;
Publicly announce information about the courses including the program, teaching materials, output objectives, learning conditions, teachers, methods of examination and evaluation, confirmation of learning results, starting time, fees, and other necessary information, and announce publicly before the course commences.
The Director of the Center is responsible for the accuracy and truthfulness of the recruitment information for courses, ensuring the rights of the learners.
(2). Categories of students for lower secondary schools and upper secondary schools
- Students eligible for the general education program to receive a lower secondary school certificate are those who have completed the primary education program or the literacy eradication program. Students eligible for the general education program to receive a upper secondary school diploma are those who have graduated from lower secondary school.
- Those who have a certificate of completion of the general education program and want to attend the Center (without additional testing and evaluation) to enhance their knowledge to take the upper secondary school graduation exam, the Director will arrange the class based on the Center’s capacity to meet the needs, allowing the student to further review knowledge.
- For recruitment into intermediate and advanced classes, if the student has a report card showing satisfactory academic results and promotion to the next grade, the Center will organize for them to continue to the next class.
(3). Recruitment for other programs. The Center recruits students based on the learner’s demand and the Center’s capacity to provide teaching and learning conditions.

What is the class size limit at Vocational Education - Continuing Education Centers in Vietnam?
Based on Article 13 of the Regulation on the Organization and Operation of Vocational Education - Continuing Education Centers issued together with Circular 01/2023/TT-BGDDT, the teaching activities at the Vocational Education - Continuing Education Centers are as follows:
Teaching activities
1. Students participating in the general education program at the secondary and upper secondary school levels are organized into classes. Each class has a homeroom teacher, a class president, vice presidents, and students. The class president and vice presidents are elected by the students at the beginning of each school year or after each semester. Students are actively involved in discussing and contributing to the plan of activities for their group and class with the support of the teacher. The class size at the lower secondary and upper secondary school levels should not exceed 45 students.
2. The implementation of general education programs at the Center includes: part-time learning, online learning, guided self-study, and other forms of learning as needed. The method of part-time learning, online learning, and guided self-study are implemented according to the specific regulations of the Ministry of Education and Training.
The class size at the lower secondary and upper secondary school levels at the Vocational Education - Continuing Education Centers should not exceed 45 students.
What are regulations on ensuring quality and educational quality assessment for Vocational Education - Continuing Education Centers in Vietnam?
Based on Article 16 of the Regulation on the Organization and Operation of Vocational Education - Continuing Education Centers issued together with Circular 01/2023/TT-BGDDT, the Center is responsible for implementing quality assurance and educational quality assessment activities as specified and carrying out the following specific activities:
(1). Advise the local party committees and authorities to formulate plans for building and developing the Center to strive for quality assessment accreditation in each phase.
(2). Conduct internal evaluations, register for external evaluations; propose competent authorities to recognize the Center as having achieved educational quality assurance standards when it meets the set evaluation criteria.
(3). Based on the results of external evaluations, supplement, and complete self-evaluation reports; implement the quality improvement plans in the self-evaluation reports, the recommendations from the external evaluation team, and the directives from the management authorities.
Annually, report the results of quality improvement implementation to the direct educational management authority for guidance, direction, inspection, and supervision.
(4). Prepare all necessary dossiers, data related to the Center’s activities, and necessary conditions to serve the external evaluation; respond to feedback on the draft external evaluation report within the stipulated time.
(5). Maintain and promote the results of educational quality assurance to continuously enhance quality.
