What are regulations and guidelines for college preparatory schools in Vietnam?

Based on Article 5 of the Regulation on the organization and activities of college preparatory schools issued together with Circular 24/2011/TT-BGDDT, the rights and responsibilities of college preparatory schools are as follows:

- Rights of college preparatory schools:

+ Autonomy in planning, development plans, organizing educational activities, and organizing school personnel;

+ Mobilization, management, and use of resources to achieve educational goals;

+ Cooperation and association with domestic and foreign economic, educational, cultural, sports, and healthcare organizations in scientific research (SR) as per the law to enhance educational quality, combining training with SR to improve the effectiveness of teaching and learning;

+ Receiving sponsorships from organizations and individuals as per the law to supplement financial resources, contribute to building infrastructure, and school equipment; implement preferential policies for students under social policies; participate in humanitarian and charitable social activities;

+ Granted the right to use land by the State as per the law;

+ Organize the school apparatus, recruit teachers, staff, and employees; establish and dissolve subordinate organizations and units according to State regulations.

- Responsibilities of college preparatory schools:

+ college preparatory schools manage teachers, staff, and employees; build a sufficient number of teachers ensuring quality standards, and structured levels in accordance with the Ministry of Education and Training;

+ Responsible for building and implementing plans and development of the school; organizing educational activities; organizing school personnel in line with education development strategies and the State's school network planning;

+ Develop programs, teaching materials, and teaching and learning plans based on the detailed outlines of subjects issued by the Ministry of Education and Training;

+ Implement democracy, equality, and transparency in the arrangement and execution of training tasks, SR, and financial activities;

+ Implement reporting information policies on school activities as per current regulations.

What are the duties and responsibilities of staff, employees, and teachers of college preparatory schools in Vietnam?

Based on Article 17 of the Regulation on the organization and activities of college preparatory schools issued together with Circular 24/2011/TT-BGDDT, the duties and responsibilities of staff, employees, and teachers of college preparatory schools in Vietnam are as follows:

- Comply strictly with the guidelines and resolutions of the Communist Party, policies, and laws of the State; fully implement the regulations of the Ministry of Education and Training, the regulations on the organization and operation of the school, and other regulations issued by the Principal.

- Complete professional tasks and other duties assigned by the school, unions, and units; responsible for fully implementing the specified duties; subject to the management, use, and direct administration of the head of the unit.

- Participate in commenting on resolving significant issues of the school and matters related to the implementation of grassroots democracy regulations.

- Participate in the school’s management; participate in the work of the Communist Party, unions when trusted; participate in the protection and preservation of the school’s assets, contributing to building, protecting, and promoting the school's traditions.

- Enjoy salary, allowances, social insurance, health insurance, and other benefits as prescribed by the State and the school's regulations; eligible for medals, commendations, and other noble rewards as stipulated; provided with necessary conditions to improve professional qualifications, have the right to join social organizations and unions as per the law.

- Teachers, staff, and employees working under contracts signed with the school shall enjoy the benefits and perform the duties based on the contract and legal regulations.

What are the duties and rights of students in college preparatory schools in Vietnam?

Based on Article 19 of the Regulation on the organization and activities of college preparatory schools issued together with Circular 24/2011/TT-BGDDT, the duties and rights of students in college preparatory schools are as follows:

- Comply with the laws of the State, the regulations of the Ministry of Education and Training, and the internal regulations of college preparatory schools.

- Study and train according to the educational program plan of college preparatory schools; provided with sufficient and timely information for learning.

- Preserve and protect the school's assets; use laboratory equipment, practice, internship facilities, and means for cultural, sports activities of the school as stipulated.

- Participate in labor and social activities suitable for age, health, and capacity; enjoy social policies according to the State’s regulations.

- Propose solutions to the pre-university school to contribute to building the school and protecting the legitimate rights and interests of learners.

- At the end of the preparatory school year, the Selection Council allocates students to universities, colleges, and secondary vocational schools as prescribed.
