What are the conditions for universities in Vietnam to organize Highschool Student Assessements for admission?

According to Clause 1, Article 12 of the Regulation on University Admission and College Admission for Preschool Education, issued in conjunction with Circular 08/2022/TT-BGDDT, training institutions conducting the exam must ensure sufficient capacity in terms of personnel, facilities, and other conditions to organize an objective, serious, professional, safe, convenient, and effective exam. To be specific:

- Must have a specialized department for examination work with the capacity to manage and carry out the entire examination process.

- The personnel involved in organizing the exam must be adequate in number, possess good ethical qualities, and have the appropriate professional skills to ensure the effective performance of tasks in each phase of the examination process.

- Procedures and responsibilities of the participating departments must be complete, clear, and effective, ensuring independence and objectivity between phases and sections; have effective measures to prevent fraud and abuse.

- Facilities, equipment, and software must be appropriate for the scale and format of the exam, meeting the requirements to effectively support the execution of processes in organizing the exam, including requirements for security, safety, and anti-fraud measures.

- In cases of online exams, all necessary measures must be taken to ensure the reliability and fairness of assessment as with direct examinations, and the entire exam session must be recorded and stored.

Training institutions organizing the exam must develop examination regulations and a plan for organizing the exam (which can be integrated into the admission plan), publish it on the website of their unit, and send it to the direct managing agency and the Ministry of Education and Training for reporting at least 30 days before candidates begin registering for the exam.

Training institutions organizing the exam are legally responsible for all tasks before, during, and after the exam, including accountability to state management agencies and society regarding the quality of exam questions, examination regulations, the plan for organizing the exam, and the implementation of the exam organization plan.

7. Other national examinations are organized according to the regulations and guidance of the Ministry of Education and Training.
