What are regulations on candidates for the 2025 High School Graduation Exam in Vietnam?
Based on Clause 1, Article 19 of the High School Graduation Exam Regulations issued together with Circular 24/2024/TT-BGDDT (effective from February 8, 2025), the candidates eligible for the high school graduation exam are defined as follows:
- Individuals who have completed the General Education/Regular Education Program in the year the exam is held;
- Individuals who have completed the General Education/Regular Education Program but have not yet graduated from high school in previous years;
- Individuals who have a High School Diploma, participate in the exam to use the results as a basis for university admission;
- Individuals who have a Secondary Diploma and participate in the exam to use the results as a basis for university admission.
What are regulations on students eligible for special consideration for high school graduation in Vietnam?
Pursuant to Article 40 of the High School Graduation Exam Regulations issued together with Circular 24/2024/TT-BGDDT (effective from February 8, 2025), the cases in which students are eligible for special consideration for high school graduation are as follows:
(1) Learners under categories defined at Point a, b Clause 1, Article 19 of the High School Graduation Exam Regulations issued together with Circular 24/2024/TT-BGDDT can be considered for special graduation in the event of an accident, illness or exceptional emergency not more than 10 days before the exam or on the first test day preventing them from attending the exam.
- Conditions: Eligible to take the exam, with both academic and conduct evaluations in grade 12 being rated from good or higher;
- Application includes: Hospital admission and discharge documents (or verification of ongoing treatment) from a hospital of district level or higher (if suffering from accident or illness) or verification from the local People’s Committee where they reside (if there is an exceptional emergency); the official report proposing special consideration for high school graduation from the respective school where the exam registration took place and evidence of academic and conduct achievements in grade 12.
(2) Learners under categories defined at Point a, b Clause 1, Article 19 of the High School Graduation Exam Regulations issued together with Circular 24/2024/TT-BGDDT can be considered for special graduation if having suffered an accident, illness, or exceptional emergency after taking at least one exam and unable to continue participating in the subsequent exams or decide to voluntarily take the remaining exams after such events.
- Conditions: Eligible to take the exam, with scores for completed exams for high school graduation recognition reaching 5.0 (five) points or higher; with academic and conduct evaluations in grade 12 rated as good or higher and academic results rated satisfactory or higher;
- Application includes: Application for special consideration from the candidate; hospital admission and discharge documents from a district-level hospital or higher (if suffering from accident or illness) or verification from the local People’s Committee where they reside (if there is an exceptional emergency) and evidence of academic and conduct achievements in grade 12.
(3) Athletes are eligible for special consideration for high school graduation as stipulated in Article 5 of Decree 36/2019/ND-CP.
- Conditions: Eligible to take the exam; achieving outstanding results in national or international sports competitions; the time of the high school graduation exam coinciding with the athlete’s training abroad or participation in international sports competitions;
- Application includes: Application for special consideration from the candidate; proof of outstanding achievements in national or international sports competitions; evidence proving the coincidence of the high school graduation exam schedule and the athlete's training or competition schedule overseas in international sports events.
