The process of selecting textbooks for 5th grade in schools is regulated based on Article 7 of Circular 27/2023/TT-BGDDT. To be specific:
- Based on the plan of the Council and the criteria for selecting textbooks, the head of the specialized team develops a plan to organize the selection of textbooks for each subject structured in the specialized team and reports to the head of the school before implementation;
- Organize for all teachers of the subject at the educational institution (including permanent, contract, deputized, visiting teachers, inter-school teachers) to participate in the selection of textbooks for that subject;
- At least 20 days before the first meeting of the specialized team, the head of the specialized team organizes for subject teachers to review the textbooks, write evaluation sheets, and assess textbooks according to the criteria for selecting textbooks;
- The head of the specialized team organizes meetings with subject teachers to discuss, vote to select 01 (one) textbook for the subject.
In case a subject has only 01 textbook approved by the Minister of Education and Training, the specialized team selects the textbook in the decision, no voting is needed.
The selected textbook must ensure that at least 1/2 (one-half) of the subject teachers vote for it.
If no textbook receives at least 1/2 (one-half) of the subject teachers' votes, the specialized team must discuss and re-vote; the selected textbook is the one that receives the highest number of votes in the second vote.
In both votes, if there are 02 (two) textbooks with the highest equal number of votes, the head of the specialized team decides to choose one among them.
Meetings of the specialized team must be minuted, recording all comments, and textbook assessments of the participating teachers, the minutes must be signed by the head of the specialized team and the person assigned to take the minutes;
- The head of the specialized team consolidates the results, compiles a list of textbooks selected by the specialized team with the signatures of the head of the specialized team and the person assigned to compile the textbook list.

What are regulations on the use of textbooks of primary school in Vietnam?
Based on Article 18 of the Primary School Regulations issued with Circular 28/2020/TT-BGDDT, regulations on how primary schools use textbooks are as follows:
Primary schools use textbooks approved by the Minister of Education and Training and selected by the Provincial People's Committee for teaching and learning at primary schools in the area; teachers and students use the textbooks in teaching and learning activities to achieve the educational goals, content, and competency requirements outlined in the primary education curriculum; primary schools must promptly provide complete information about the textbooks used at the school to students and their families.

b) Private primary schools are invested by domestic or foreign investors and ensure operating conditions.
2. Primary classes in multi-level schools and special schools include:

b) Primary classes in ethnic semi-boarding schools.
c) Primary classes in educational institutions for children with disabilities.
d) Primary classes in reformatory schools.
3. Other educational institutions implement primary education curriculum: community learning centers; classes for children in difficult circumstances without the possibility to attend school, and classes for children with disabilities.
In Article 18 of the Primary School Regulations issued with Circular 28/2020/TT-BGDDT, it is stipulated that primary schools in general use textbooks.
Private primary schools will use the 5th-grade textbook list approved by the Ministry of Education.
