What are procedures for issuance of blank lower secondary school graduation diplomas in Vietnam?
A blank lower secondary school graduation diploma is essentially a lower secondary school graduation diploma that is left blank, without any specific information about the recipient.
At the same time, a lower secondary school graduation diploma is a certificate of the national education system (Article 12 of the Education Law 2019).
The issuance of blank lower secondary school graduation diplomas will first be implemented according to Article 7 of the Regulations on the management of printing and issuance of blank lower secondary school graduation diplomas, high school graduation diplomas, and blank certificates of the national education system issued by the Ministry of Education and Training, issued together with Decision 821/QD-BGDDT in 2020 as follows:
* The unit receiving the blank lower secondary school graduation diplomas and the copies of the lower secondary school graduation diplomas shall submit the following documents to the Quality Management Department:
[1] A written request for the issuance of blank diplomas from the Department of Education and Training specifying the following contents:
[2] The number of students graduating along with supporting documents; the number of blank diplomas requested; the number of blank diplomas previously issued, the number of blank diplomas issued to students; the number of blank diplomas to be destroyed due to incorrect information; the number of blank diplomas damaged or lost during storage and preservation (accompanied by the destruction minutes); the number of unused blank diplomas.
[3] Full name, address, phone number, and email address of the recipient of the blank diploma.
[4] Method of receiving the blank diploma (in person or by post).
- For in-person receipt, the recipient must have an introduction letter from the Department of Education and Training.
* The unit receiving the blank certificates shall submit the following to the Quality Management Department:
- A written request for the issuance of blank certificates from the Department of Education and Training or educational institutions (for blank certificates of National Defense Education) specifying the following contents:
+ Training implementation situation: Training unit, time, location, participants; supporting documents for permitted organization of teaching, learning, and certificate issuance (for National Defense Education certificates).
+ The number of blank certificates requested; the number of attendees or exam participants, the number of attendees/exam participants issued with certificates; the number of blank certificates previously issued, the number of blank certificates issued to attendees/exam participants; the number of blank certificates to be destroyed due to incorrect information; the number of blank certificates damaged or lost during storage and preservation (accompanied by the destruction minutes); the number of unused blank certificates.
+ Full name, address, phone number, and email address of the recipient of the blank certificate.
+ Method of receiving the blank certificate (in person or by post).
- Operational license, establishment proposal, training, and education conditions report (for first-time requests for blank certificates).
- For in-person receipt, the recipient must have an introduction letter from the unit receiving the blank certificates.
After completing all the required documents, submit them to the address stipulated in Article 9 of the Regulations on the management of printing and issuance of blank lower secondary school graduation diplomas, high school graduation diplomas, and blank certificates of the national education system issued by the Ministry of Education and Training, issued together with Decision 821/QD-BGDDT in 2020 as follows:
- Address for submitting the request for blank diplomas and certificates: Division of Diplomas and Certificates Management - Quality Management Department, Ministry of Education and Training, 35 Dai Co Viet, Hai Ba Trung District, Hanoi.

- For cash payments: Pay directly at the Diploma Recognition Center - Quality Management Department.
- For wire transfers: The unit receiving the blank diplomas and certificates transfers the money according to the following information:
+ Beneficiary name: Diploma Recognition Center.
