According to the Appendix issued with Circular 17/2021/TT-BGDDT, the procedures for developing standard training programs for higher education levels in Vietnam are as follows:

Step 1: Collect, translate, compare, and analyze documents describing services, activities, and jobs in the training sector:

Collect, review, translate, and analyze documents describing services, activities, and jobs in the training sector from various countries around the world;

Collect, review, and summarize legal documents in Vietnam related to occupations in the training sector;

Compare with the results of document analysis related to the tasks of the workforce type in Vietnam, identifying similarities and differences.

Step 2: Survey and develop a list of job groups for the workforce type based on secondary data analysis results; Summarize and standardize the list of service, activity, and job groups for the workforce type in the training sector.

Step 3: Survey, collect opinions and perspectives from stakeholders (managers, professionals, training institutions, employers) regarding the list of job groups for the workforce type in the training sector;

Draft a report on the results of the job group list and competency needs (necessary competences to perform job groups) for the workforce type in the training sector.

Step 4: Develop a draft training program standard (based on regulations on training program standards for fields and sectors by level, and professional competencies by training sector);

Develop a survey form about the training program standard and the feasibility of applying it to develop programs for the workforce type in Vietnam based on survey, interview, and investigation results.

Step 5: Collect opinions from stakeholders (managers, professionals, training institutions, employers, and the workforce type) about the draft training program standard and its applicability to the workforce type in Vietnam.

Step 6: Finalize the draft training program standard and its applicability to the workforce type in Vietnam based on survey results.

Step 7: Finalize the draft training program standard and report the results of review, research, and competency needs analysis for the workforce type in Vietnam, and submit it to the Ministry of Education and Training.

What are the requirements for developing training program standards for fields and training sectors?

According to Article 12 of Circular 17/2021/TT-BGDDT, training program standards for fields and training sectors are developed for each level and field or a group of related sectors when necessary (hereafter collectively referred to as “sector group”), and must meet the following requirements:

- Meet the demands of the corresponding training program standards as stipulated in Chapter 2 of Circular 17/2021/TT-BGDDT;

- Must include general regulations applicable to all training fields within the sector group and specific regulations for each related field (if necessary);

- Must be based on the general job requirements and future job positions of graduates in the fields belonging to the sector group;

- Must involve active and effective contributions from stakeholders, including representatives of training institutions, employers, professional associations, and experts in the field;

- Must refer to and compare with models, standards, or criteria for training programs from other countries or relevant international organizations;

- Ensure the autonomy of training institutions in developing training programs; present requirements but do not dictate the specific structure of the training program nor detail the course modules except for those specified in Clauses 3, 4, and 5 of Article 8 of Circular 17/2021/TT-BGDDT.

What are the responsibilities of the agency organizing the development of training program standards for higher education levels in Vietnam?

According to Clause 2 of Article 14 of Circular 17/2021/TT-BGDDT, the responsibilities of the agency organizing the development of training program standards for higher education levels in Vietnam are as follows:

- Coordinate with the sector advisory council to establish plans, ensure budget, personnel, and progress in developing training program standards according to legal regulations and guidance from the Ministry of Education and Training;

- Support the activities of the sector advisory councils, organize other activities to support the development of training program standards for the sector group;

- Be accountable to state management agencies and society regarding issues related to the organization of activities for developing training program standards for sector groups.
