Based on Article 2 of Decree 90/2020/ND-CP, the classification of teacher quality must ensure the following principles:

- Ensure objectivity, fairness, and accuracy; avoid favoritism, persecution, bias, or formality; ensure proper management and evaluation authority over officials and public employees.

- The evaluation and classification of quality must be based on assigned responsibilities and tasks and the results of task performance, demonstrated through specific work and products; for teachers in leadership and management positions, it must be linked to the task performance results of the agency, organization, or unit they manage and are responsible for.

- Teachers who have worked for less than 06 months in the year will not be evaluated or classified for quality but must still review their working time during the year, except for cases of maternity leave policies.

Teachers who have taken legal leave from work for between 03 to less than 06 months in the year must still be evaluated but will not be classified as "completed tasks excellently" or higher.

Teachers on maternity leave according to legal regulations will have their quality classification results in the year based on their performance during the actual working period of that year.

- The quality evaluation and classification results of teachers, according to Decree 90/2020/ND-CP, are used as a basis for synchronizing the evaluation and classification of party members.

- Teachers subject to party disciplinary action or administrative disciplinary action will be evaluated and classified for quality as follows:

+ Teachers subject to party or administrative disciplinary action within the evaluation year will be classified as not completing tasks, except in the case below.

+ If the violation has not yet received a disciplinary decision from the competent authority but has been used as a basis for evaluating and classifying quality as not completing tasks in the evaluation year, then any subsequent disciplinary decisions issued after the evaluation year for that violation (if any) will not be considered for evaluating and classifying quality in the year of the disciplinary decision.

+ If a teacher who is a party member has been subject to both party and administrative disciplinary action for the same violation, but the party disciplinary decision and administrative disciplinary decision are not effective within the same evaluation year, the circumstances are only considered as a basis for classification in one evaluation year.

- The percentage of teachers classified as "completed tasks excellently" out of the total officials and public employees within the same agency, organization, or unit should not exceed the percentage of party members classified as "completed tasks excellently" according to Communist Party regulations.

In cases where the agency, organization, or unit has outstanding achievements, surpasses planned tasks, completes unexpected tasks well, has proposals or implements creative innovations, creating positive transformations that bring practical value and effectiveness, the competent authority decides the appropriate percentage for "completed tasks excellently" in line with the reality, ensuring the legitimate rights and interests of teachers.

What is the time for evaluating and classifying teacher quality in Vietnam?

Based on Clause 2 of Article 20 of Decree 90/2020/ND-CP, the time for annual quality evaluation and classification of officials and public employees is as follows:

  1. The time for quality evaluation and classification of officials and public employees is conducted before December 15 every year, before the evaluation and classification of party members and the annual review of emulation and reward tasks of the agency, organization, or unit.

For public service providers operating in the fields of education and training and some other fields with a work year ending before December annually, the head of the public service provider decides the time for evaluating and classifying the quality of public employees.

Thus, the time for evaluating and classifying the quality of teachers is conducted according to the decision of the head of the public service provider.

What is the purpose of using teacher quality classification results in Vietnam?

Based on Article 21 of Decree 90/2020/ND-CP, the use of evaluation results of officials and public employees is as follows:

The results of quality evaluation and classification of officials and public employees are the basis for arranging, using, training, fostering, promotion or rank advancement, planning, appointment, dismissal, rotation, secondment, commendation, disciplinary action, evaluation, and quality classification of party members and implementing other policies for officials and public employees.

Thus, the purpose of using teacher quality classification results is as the basis for arrangement, usage, training, fostering, promotion or rank advancement, planning, appointment, dismissal, rotation, secondment, commendation, disciplinary action, evaluation, and quality classification of party members and implementation of other policies related to officials and public employees.
