- For public educational institutions, adhere to legal provisions on autonomy, accountability, task execution, organizational structure, staffing, and finances for public service providers in education and training.
- For other educational institutions, comply with the regulations on the tasks and powers of educational institutions as specified in the school's charter and organization and operation regulations of the educational institution.
- In cases where visiting lecturing activities use the working time of officials and public employees, the consent of the head of the agency or organization where officials and public employees work must be obtained.

- Develop and publicly announce the visiting lecturing plan at the beginning of the academic year.
- Identify individuals who meet the standards of invited educators and the requirements of the inviting institution, and organize the conclusion of visiting lecturing contracts. Publicly list invited educators.
- Fulfill the obligations of the inviting institution as stipulated in the visiting lecturing contract. Create conditions for invited educators to use the equipment and facilities of the educational institution to perform the visiting lecturing contract.
- Implement regulations on managing and evaluating the quality of visiting lecturing activities.
- Confirm the results of the visiting lecturing contract implementation. Notify the results to the agency or organization where the invited educator works.
- Manage and retain visiting lecturing records.
