Currently, policies on reducing the teaching workload for upper secondary school teachers are stipulated in Circular 28/2009/TT-BGDDT. Specifically, as follows:

*Policies on Reducing Teaching Workload for upper secondary school Teachers Concurrently Holding Professional Positions

Based on Article 8 of the Regulations on the Workload of General Education Teachers issued together with Circular 28/2009/TT-BGDDT, supplemented by Clause 8, Article 1 of Circular 15/2017/TT-BGDDT:

- upper secondary school teachers who act as class advisors are reduced by 4 periods/week.

- Class advisors at schools or classes dedicated to disabled or handicapped individuals are reduced by 3 periods/week.

- upper secondary school teachers who also manage specialized subject classrooms are reduced by 3 periods/subject/week.

- upper secondary school teachers concurrently responsible for school-wide cultural activities, physical education, school gardens, workshops, equipment rooms, or libraries (if these tasks do not have dedicated staff) are reduced by 2-3 periods/week, depending on the workload, as decided by the principal.

- upper secondary school teachers who are subject leaders are reduced by 3 periods/week.

- upper secondary school teachers who are deputy subject leaders are reduced by 1 period/week.

*Policies on Reducing Teaching Workload for upper secondary school Teachers Concurrently Engaged in Communist Party Work, Union Work, and Other Organizations within the School

Based on Article 9 of the Regulations on the Workload of General Education Teachers issued together with Circular 28/2009/TT-BGDDT, as amended by Clause 9, Article 1 of Circular 15/2017/TT-BGDDT:

- upper secondary school teachers acting as party secretaries or branch secretaries (where there is no established party division) of level 1 schools are reduced by 4 periods/week, other school levels are reduced by 3 periods/week.

- upper secondary school teachers concurrently engaged in union work follow the regulations set out in Article 3 of Circular 08/2016/TT-BGDDT:

+ Teachers serving as non-specialized chairpersons or vice chairpersons of grassroots unions are reduced by 3 hours per week (equivalent to 105 teaching hours in a school year);

+ Teachers serving as non-specialized union committee members, team leaders, or team vice leaders are reduced by 1 hour per week (equivalent to 35 teaching hours in a school year);

- upper secondary school teachers concurrently serving as school youth union secretaries or deputy youth union secretaries enjoy policies according to Decision 13/2013/QD-TTg

- Teachers concurrently serving as school council chairpersons or council secretaries are reduced by 2 periods/week.

- Teachers concurrently serving as heads of the school people's inspection committee are reduced by 2 periods/week.

*Policies on Reducing Teaching Workload for Other upper secondary school Teachers

Based on Article 10 of the Regulations on the Workload of General Education Teachers issued together with Circular 28/2009/TT-BGDDT, supplemented by Clause 10, Article 1 of Circular 15/2017/TT-BGDDT:

- upper secondary school teachers newly recruited under their first contract are reduced by 2 periods/week.

- Female upper secondary school teachers with children under 12 months old are reduced by 3 periods per week.

What is the teaching workload of upper secondary school teachers in Vietnam?

Based on Article 6 of the Regulations on the Workload of General Education Teachers issued together with Circular 28/2009/TT-BGDDT, supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT, regulations state as follows:

Teaching Workload

The teaching workload is the number of theoretical or practical periods each teacher must teach per week. Specifically:

  1. The teaching workload for elementary school teachers is 23 periods, for middle school teachers is 19 periods, and for upper secondary school teachers is 17 periods;
  1. The teaching workload for teachers at ethnic boarding schools is 17 periods for middle school level and 15 periods for upper secondary school level;

The teaching workload for teachers at semi-boarding ethnic schools is 21 periods for the elementary level and 17 periods for the middle school level;

The teaching workload for teachers at schools or classes for disabled or handicapped persons is 21 periods for elementary level teachers and 17 periods for middle school level teachers.

2a. The teaching workload for teachers at pre-university preparatory schools is 12 periods;

  1. Teachers serving as the chief organizer of the Ho Chi Minh Young Pioneer Organization at level 1 schools teach 2 periods a week, level 2 schools teach 1/3 of the standard teaching workload, and level 3 schools teach 1/2 of the standard teaching workload for teachers at the same educational level. The classification of general education schools adheres to current regulations.

Thus, the teaching workload for upper secondary school teachers is 17 periods, and for teachers at ethnic boarding upper secondary schools, it is 15 periods.

Additionally, teachers serving as chief organizers of the level 1 school team teach 2 periods a week, level 2 schools teach 1/3 of the standard teaching workload, and level 3 schools teach 1/2 of the standard teaching workload for upper secondary school teachers.

Vietnam: How many weeks do upper secondary school teachers work in a year?

Based on Clause 2, Article 5 of the Regulations on the Workload of General Education Teachers issued together with Circular 28/2009/TT-BGDDT, the annual working time for upper secondary school teachers is 42 weeks, broken down as follows:

- 37 weeks dedicated to teaching and educational activities as per the school's time schedule.

- 3 weeks allocated for study and professional development.

- 1 week for preparing the new academic year.

- 1 week for concluding the academic year.
