What are policies for students of college preparatory courses in Vietnam?
Based on Clause 2, Article 2 of Joint Circular 109/2009/TTLT/BTC-BGDDT, students of college preparatory courses are entitled to the following policies:
- Tuition Fee: Students are exempt from tuition fees.
- Scholarship:
+ They receive a policy scholarship equal to 80% of the minimum wage and are entitled to 12 months per year. For training programs lasting less than one year or where the final year is not a full 12 months, the scholarship is granted based on the actual months of study in that school year.
+ Students who are disciplined and forced to leave school will not receive the policy scholarship.
+ If students are suspended from studies, they will not receive the scholarship during the suspension period, except in cases of suspension due to illness, accidents, repeating the course, being held back, or stopping studies for other reasons (not due to disciplinary actions or voluntary withdrawal).
+ Students who do not progress to the next grade (held back) will only receive half of the scholarship for the year they are held back. If by the third year, they still do not meet academic requirements, they will be sent back to their locality. Each student is only allowed to be held back once at each educational level.
+ Students at ethnic university preparatory schools eligible for policy scholarships but also receiving social allowances or preferential allowances are still entitled to social and preferential allowance policies as stipulated.
- Reward Regime: Students who perform well in studies and training, achieving results from fairly good and above (in the previous year) are rewarded by the school once a year as follows:
+ 400,000 VND for fairly good;
+ 600,000 VND for good;
+ 800,000 VND for excellent.
- Material Supplies: Upon school entry, students receive lump-sum material supplies for personal use as follows:
+ Personal cotton blanket;
+ Personal mosquito net;
+ Cotton jacket;
+ Personal mat;
+ Rain poncho;
+ Long-sleeve shirt and pants (uniform);
- Travel Expenses: Students are provided travel expenses equivalent to the normal fare of public transportation once a year (for both departure and return) to visit family during Lunar New Year or summer vacation.
- Study Materials Support: Annually, students receive study materials as per the standard for each educational level as follows:

- Textbooks: The school establishes a shared textbook library to lend each student a set of textbooks corresponding to their class. The school is responsible for organizing the lending and preservation of textbooks to ensure long-term, effective use; each year the school can purchase additional textbooks equivalent to 10% of the library's total inventory.
- Spending for Lunar New Year and Traditional Festivals:The school organizes two occasions in the year for students who stay at school during Lunar New Year and traditional festivals, with a budget of 50,000 VND/student/occasion.
- Cultural and Sports Activities:
+ Each class is provided with:
++ One local newspaper;
++ One youth or “Education and Times” newspaper or an ethnic cultural magazine for special educational activities of the school.
+ Spending on recreational activities: cultural, artistic, sports activities, mass propaganda, and motivation activities of the school (estimated expenditure within 5% of the student scholarship fund).
- Health Protection Expenses:
+ Funding for purchasing health check-up records and organizing annual health check-ups for students.
+ Funding for purchasing medical insurance and regular medicines for students, stored in the school's medicine cabinet.
- Admission and Graduation Expenses: Admission work and examinations, class advancement assessments, graduation, and school transfers... are implemented according to the current regulations of the Ministry of Education and Training. Schools can budget for expenses as follows:
+ Preparing admission, successful admission, and graduation documents as per current regulations.
+ Preparing student ID cards and personal badges for students.
- Expenses for Electricity and Water for Study and Living: The school prepares a budget for electricity and water expenses for students' study and living as follows:
+ Lighting electricity: on average 25KW/month/student, according to local electricity prices.
+ Utility water: on average 4m3/month/student, according to local prices.
Where there are no conditions to provide electricity or water services, or in cases of floods and natural disasters causing power outages, schools can budget to purchase oil lamps and spend on installing water machines or digging wells. Electricity and water payments are not provided individually.
- Collective Dining Expenses: Annually, the school is allowed to purchase additional or repair collective dining utensils at the rate of 50,000 VND/student/year.

When is a student recognized as having completed college preparatory courses in Vietnam?
Based on Article 9 of the Regulation on university preparatory recruitment, training, and selection for university and preschool education for students of college preparatory courses issued along with Circular 44/2021/TT-BGDDT, the recognition of students of college preparatory courses is specified as follows:
Recognition of College Preparatory Courses Completion
- Conditions for students to be recognized as having completed college preparatory courses:
a) Annual training results from Achieved level or higher;
b) The average score of all subjects is 5.0 or higher.
- The principal of the university preparatory school issues a decision to recognize the completion of college preparatory courses for the student.
Thus, students are recognized as having completed college preparatory courses when:
- Annual training results are from Achieved level or higher;
- The average score of all subjects is 5.0 or higher.
When is the result of a student of college preparatory courses in Vietnam preserved?
Based on Clause 1, Article 11 of the Regulation on university preparatory recruitment, training, and selection for university and preschool education for students of college preparatory courses issued along with Circular 44/2021/TT-BGDDT, the result of a student of college preparatory courses in Vietnam preservedd when:
- Performing military service, with the preservation period not exceeding one year after completing the service;
- Being ill or involved in an accident requiring treatment for a month or more, certified by a competent medical authority, with the preservation period not exceeding one year.
