What are regulations on admissions assessment and filtering applications according to the general plan in Vietnam?
Based on Article 20 of the Regulation on University Admissions and College Admissions for Preschool Education issued with Circular 08/2022/TT-BGDDT, the admissions assessment and filtering applications according to the general plan are as follows:
- Training institutions autonomously organize admissions assessments according to their own methods and criteria, or voluntarily cooperate as a group to organize admissions assessments according to common methods and criteria. The Ministry of Education and Training guides the admissions schedule and supports the processing of options on the system.
- After the registration period for options on the system ends, training institutions download the information and data from the system to serve the admissions assessment, including registration data of options and results of the high school graduation exam, high school academic results of candidates applying to the training institution according to the admission methods.
- Principles of admissions assessment
+ Admission scores are determined to ensure the number of admissions according to each discipline, training program consistent with the announced number of targets, not lower than the entrance threshold;
+ For a training discipline (or training program) according to a method and combination of subjects, all candidates are equally evaluated based on the assessment scores regardless of the order of options registered, except for the case stipulated in part c of this clause;
+ In case multiple candidates have the same assessment score at the bottom of the list, the training institution may use the option order as a supplementary criterion (to select candidates with higher option order);
+ The use of regional and subject priority points for admissions assessment is consistent and synchronized with the regulations on priority points.
- After each admissions assessment cycle, training institutions upload to the system the preliminary list of candidates eligible for admission to the disciplines, training programs (according to the admission methods). The option processing system will automatically exclude lower options of candidates eligible for multiple options, returning the preliminary list of candidates eligible for the highest option.
- Based on the option processing results, training institutions repeat the admissions assessment process in the subsequent cycle, adjusting the admission scores to fit the targets within the specified timeframe. In the final cycle, training institutions decide the admission scores for the disciplines, training programs (according to the admission methods) and upload the (official) list of candidates eligible for admission to the system.

Based on Clause 2, Article 21 of the Regulation on University Admissions and College Admissions for Preschool Education issued with Circular 08/2022/TT-BGDDT:

- Training institutions send admission notices to successful candidates, specifying the necessary procedures for enrollment and the method of enrollment for the candidates.
2. Candidates confirm enrollment online on the system before enrolling at the training institution.
- For candidates who do not confirm enrollment within the prescribed timeframe:
a) If there is no valid reason, the candidates are considered to have declined the offer and the training institution has the right not to accept them;
b) If due to illness, accident, with certification from a district-level hospital or higher, or due to natural disasters with certification from the district-level People's Committee or higher, the training institution will consider accepting the candidates into the program or allow the candidates to retain the admission results for future enrollment;
c) If due to errors or mistakes by the admissions staff or the candidates themselves, the training institution actively cooperates with the relevant individuals and organizations to review the evidence and decide on accepting the candidates into the program or retaining the admission results for future enrollment.
- Candidates who have confirmed enrollment at one training institution are not allowed to participate in admissions at other places or in additional admissions rounds, except with the permission of the training institution.
Thus, candidates must confirm online enrollment before enrolling at the training institution.
