What are principles of operation of the Ho Chi Minh Communist Youth Union in Vietnam?
Pursuant to Article 5 of the Regulations of the Ho Chi Minh Communist Youth Union 2022, the Ho Chi Minh Communist Youth Union organizes and operates on the principle of democratic centralism, including:
- Leadership bodies at all levels of the Union are established through elections, implementing collective leadership with individual responsibility.
- The highest leadership body of the Union is the National Congress of Delegates. The leadership body of the Union at each level is the congress of delegates or union members at that level. Between congresses, the leadership body is the Executive Committee elected by the congress of the Union at the same level; between meetings of the Executive Committee, the leadership body is the Standing Committee elected by the Executive Committee at the same level.
- The number of members of the Executive Committee at each level is determined by the Congress at that level following the guidance of the Central Standing Committee of the Union. The number of members of the Standing Committee does not exceed one-third of the members of the Executive Committee. At the central level, the number of central secretaries does not exceed one-third of the members of the Standing Committee.
- The Union's resolutions must be strictly observed, with the lower level submitting to the higher level, the minority submitting to the majority, and individuals submitting to the organization.
- Before deciding on work and voting on the Union's resolutions, all members are provided with information and the opportunity to express their opinions. Minority opinions are allowed to be preserved and reported to the higher-level Union up to the National Congress, but the current resolution must be strictly observed.
- Congresses and meetings of the Union's leadership bodies are valid only when at least two-thirds (2/3) of summoned members attend. If members are summoned as delegates, at least two-thirds (2/3) of the delegates representing at least two-thirds (2/3) of subordinate Union organizations must attend. The decisions of congresses and meetings are valid only when agreed upon by more than half (1/2) of the attending members.
What are the forms of elections in the Union in Vietnam?
In Article 8 of the Regulations of the Ho Chi Minh Communist Youth Union 2022:
Elections in the Union are conducted by secret ballot or by vote. Specifically, the elections for the Executive Committee and positions within the Executive Committee; the Inspection Committee and positions within the Inspection Committee; delegates to higher-level Union Congresses are conducted by secret ballot.
The slate of candidates must be discussed and approved by vote at the congress or delegates' meeting.
In elections, a candidate must receive approval from more than half (1/2) of the present attendees to be elected. If the number of candidates receiving more than half (1/2) of the votes exceeds the number of positions to be filled, those with higher votes will be elected. If there are multiple candidates with the same number of votes and exceeding the number of positions to be filled, another election will be held among those tied; the candidate with more votes will be elected without needing more than half (1/2) of the votes. If the subsequent election results in another tie, the congress or meeting will decide whether to conduct additional voting.
The youth union branch congress and the congresses of Union levels have the right to directly elect the secretary with the consent of the superior Union level and the local Communist Party committee.
The Central Standing Committee of the Union stipulates the principles, procedures, and processes for elections.
If elections are not conducted according to the stipulated principles and procedures, re-elections must be organized.
