What are methods for determining conditions for students to receive support policies in Vietnam?
Based on Clause 1, Article 4 of Decree 116/2016/ND-CP, the conditions for students to receive support policy are specified as follows:
- For primary and lower secondary school students, they must meet one of the following conditions:
+ Be a semi-boarding student attending an ethnic semi-boarding school;
+ Be a student whose personal and parents' or guardians' permanent residence is in specially difficult communes or hamlets, attending primary or lower secondary schools located in Level III communes, specially difficult hamlets in ethnic and mountainous areas; specially difficult communes in coastal and island areas.
Inhabitance far from school with a distance of 4 km or more for primary students and 7 km or more for secondary students, or being in a remote terrain with challenging transportation: crossing rivers or streams without bridges; passing high passes or mountains; through areas prone to landslides;
+ Be a student whose personal and parents' or guardians' permanent residence is in Level III communes or specially difficult hamlets in ethnic and mountainous areas attending primary or lower secondary schools located in Level II communes in ethnic and mountainous areas. Inhabitance far from school or being in a remote terrain with challenging transportation as specifically stipulated at Point b, Clause 1 of this Article.
- For upper secondary school students who are ethnic minorities, they must meet the following conditions:
+ Attend upper secondary school or the upper secondary school level at a multi-level school;
+ Personal and parents' or guardians' permanent residence in Level III communes, specially difficult hamlets in ethnic and mountainous areas; specially difficult communes in coastal and island areas.
Inhabitance far from school with a distance of 10 km or more or being in a remote terrain with challenging transportation: crossing rivers or streams without bridges; passing high passes or mountains; through areas prone to landslides.
- For upper secondary school students who are of the Kinh ethnic group, in addition to the conditions stipulated above, they must be a member of a poor household.

What is the level of meal support for students in Vietnam?
Based on Clause 1, Article 5 of Decree 116/2016/ND-CP, the support level is specified as follows:
Support Level
- Students eligible for support policy under this Decree are provided with meal money, accommodation money, and rice at the following support levels:
a) Meal support: Each student is supported monthly with 40% of the statutory pay rate and enjoys it for no more than 9 months/school year/student;
b) Accommodation support: For students who must find their own accommodation due to the school's inability to arrange semi-boarding in the school, each month is supported with 10% of the statutory pay rate and enjoys it for no more than 9 months/school year/student;
c) Rice support: Each student is provided monthly with 15 kg of rice and enjoys it for no more than 9 months/school year/student.
Thus, the amount of meal support for students receiving the support policy is monthly equal to 40% of the statutory pay rate and received for no more than 9 months/school year/student.

a) Support request application (Form No. 02 in the Appendix attached to this Decree);
b) Submit a copy of one of the following documents: Citizen Identification Card, Identity Card, Certificate of residency information, Notification of personal identification number and citizen information in the National Database on Residents in cases where agencies or organizations are unable to access citizen residency information in the National Database on Residents.
c) Documentation proving poor household status issued or certified by the commune-level People's Committee.
Thus, the documents required for the support policy request for upper secondary school students of the Kinh ethnic group include:
