Based on Clauses 1 and 2, Article 28 of the Education Law 2019, the levels and ages of general education are specified as follows:
Levels and Ages of General Education
- The levels and ages of general education are regulated as follows:
a) Primary education is conducted over 5 school years, from first grade to the end of fifth grade. The age for a student entering first grade is 6 years, calculated by year;
b) Lower secondary education is conducted over 4 school years, from sixth grade to the end of ninth grade. Students entering sixth grade must have completed the primary education program. The age for a student entering sixth grade is 11 years, calculated by year;
c) Upper secondary education is conducted over 3 school years, from tenth grade to the end of twelfth grade. Students entering tenth grade must have a lower secondary education diploma. The age for a student entering tenth grade is 15 years, calculated by year.
- Cases where students are allowed to study beyond the typical level or at an older age than specified in Clause 1 of this Article include:
a) Students who advance beyond grade due to early intellectual development;
b) Students who study at an older age than specified in cases such as repeating a grade, living in areas with particularly difficult socio-economic conditions, being ethnic minorities, having disabilities, physical or intellectual development delays, being orphans without support, being from poor households, returning from abroad, and other cases as prescribed by law.

What are the requirements for general education in Vietnam?
According to Clause 1, Article 31 of the Education Law 2019, the general education program must ensure the following requirements:
- Reflect the objectives of general education;
- Specify requirements regarding the qualities and competencies students must achieve after each level of education, including mandatory educational content for all students nationwide;
- Define methods, forms of organizing educational activities, and assessing educational results for each subject at each grade and level of general education;
- Ensure nationwide uniformity while being flexibly implemented, suitable to the specific conditions of localities and general education institutions;
- Collect wide-ranging opinions from organizations and individuals and conduct experiments before issuance; and be publicly announced after issuance.

According to Article 30 of the Education Law 2019, the requirements for the content and methods of general education are regulated as follows:
- General education content must guarantee generality, fundamental aspects, comprehensiveness, vocational orientation, and systematic organization; link with real life, be suitable for the psychological development of students, and meet educational goals at each level.
- The requirements for general education content at each level are specified as follows:
+ Primary education must ensure a foundation for students' comprehensive development in physical, emotional and social skills; provide necessary, simple understanding of nature, society, and humans; instill social moral awareness; develop basic skills in listening, speaking, reading, writing, and calculation; promote habits of physical exercise, hygiene maintenance; provide an initial understanding of singing, dancing, music, and art;
+ Lower secondary education consolidates, develops the content learned in primary school, ensuring students have fundamental general knowledge of Vietnamese language, mathematics, national history; other knowledge in social sciences, natural sciences, law, informatics, foreign languages; provide minimal necessary technical and vocational orientation understanding;
+ Upper secondary education consolidates, develops content learned in lower secondary schools, completing general education; ensuring general, fundamental knowledge standards and vocational orientation for students, with advanced content in certain subjects to develop capabilities, meeting students' aspirations.
- General education methods emphasize active, autonomous, creative learning by students, suitable to the characteristics of each subject, class, and individual student characteristics; foster methods for self-learning, learning interest, cooperation skills, independent thinking ability; promote comprehensive development of the learner's qualities and abilities; enhance the application of information and communication technology in the educational process.
