Scope of Adjustment and Subjects of Application
- Circular 10/2022/TT-BGDDT stipulates the assessment of students enrolled in the Literacy Eradication Program (hereinafter referred to as students), including: the organization of assessment; the use of assessment results; and the organization of implementation.
- Circular 10/2022/TT-BGDDT applies to community learning centers, continuing education centers, vocational education and continuing education centers; prisons, compulsory education institutions, and reformatory schools managed by the Ministry of Public Security, and other educational institutions assigned to organize the implementation of the Literacy Eradication Program (hereinafter collectively referred to as educational institutions); relevant agencies, organizations, and individuals.
Purpose of Assessment
The assessment aims to determine the level of completion of training and learning tasks of the students according to the requirements set out in the Literacy Eradication Program; provide accurate and prompt information for students to adjust their training and learning activities, and for educational managers and teachers to adjust their management and teaching activities.
Assessment Requirements
- Assess based on the required achievements regarding qualities and competencies of each subject specified in the Literacy Eradication Program.
- Ensure accuracy, fairness, honesty, and objectivity in assessment.
- Assess for the progress of students; emphasize motivating and encouraging progress in learning and training; do not compare students with each other.

What are regulations on periodic assessment for students of the Literacy Eradication Program in Vietnam?
According to Article 7 of Circular 10/2022/TT-BGDDT, periodic assessment for students of the Literacy Eradication Program is conducted as follows:
Periodic assessment of learning content in subjects:
- Periodic tests
+ In each semester, each subject has 04 (four) periodic tests at appropriate times according to the program schedule, including 03 (three) tests during the semester and 01 (one) final test at the end of the semester. The final test score is counted with a coefficient of 2, the in-semester test scores are counted with a coefficient of 1;
+ Each subject's test questions are based on the required achievements specified in the Literacy Eradication Program. Periodic assessment is not conducted for thematic study clusters;
+ For Vietnamese and Math, the duration for periodic tests is 70 minutes. For other subjects, the test duration is 35 minutes;
+ Tests are graded on a 10-point scale. The test score is an integer or a decimal rounded to the nearest tenth;
+ Students who miss periodic tests are given make-up tests. Make-up tests are conducted within each semester. Students who do not participate in make-up tests receive a score of 0 (zero) for the missed test.
- At the end of each semester, teachers, based on ongoing assessment processes and required achievements, assess students' performances in each subject according to:
+ Excellent: Performing well on learning requirements and frequently displaying specific competency components of the subject;
+ Satisfactory: Meeting learning requirements and displaying specific competency components of the subject;
+ Unsatisfactory: Not meeting some learning requirements or not displaying specific competency components of the subject.
Periodic assessment of qualities and competencies:
At the end of each semester, teachers, through comments and observations of ongoing assessments of each student's formation and development of essential qualities and core competencies, assess them as:
- Good: Well meeting educational requirements, clearly and frequently demonstrated;
- Achieved: Meeting educational requirements, clearly demonstrated but not frequently;
- Needs Improvement: Not meeting educational requirements, not clearly demonstrated.
What does the assessment dossier for students in the Literacy Eradication Program in Vietnam include?
The assessment dossier for students in the Literacy Eradication Program according to Article 10 of Circular 10/2022/TT-BGDDT includes:
- The assessment dossier serves as evidence for the learning, training, and results of the students.
- The assessment dossier for each student per semester includes the transcript (Appendix 1 attached to Circular 10/2022/TT-BGDDT) and the collective assessment record of the class (Appendix 2 attached to Circular 10/2022/TT-BGDDT).
