What are latest method for calculating salaries of grade 2 public secondary school teachers in Vietnam?

Based on Article 8 of Circular 03/2021/TT-BGDDT:

Salary Grading

1. Public officers appointed to the professional titles of lower secondary school teachers specified in this circular will apply the corresponding salary scale issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam regarding salary policies for officials, public employees, and armed forces. Specifically:

a) Grade III lower secondary school teachers, code V.07.04.32, apply the salary coefficient of public employees category A1, from salary coefficient 2.34 to salary coefficient 4.98;

b) Grade II lower secondary school teachers, code V.07.04.31, apply the salary coefficient of public employees category A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;

c) Grade I lower secondary school teachers, code V.07.04.30, apply the salary coefficient of public employees category A2, group A2.1, from salary coefficient 4.4 to salary coefficient 6.78.

2. The salary grading upon appointment to professional titles follows the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs guiding salary grading when promoting, transferring, or changing the type of officials and public employees and according to current legal regulations. When implementing new salary policies, the new salary grading will follow the regulations of the Government of Vietnam.

The salary grading for grade 2 public lower secondary school teachers, code V.07.04.31, will apply the salary coefficients of public employees category A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38.

*How to Calculate Salary for grade 2 public lower secondary school teachers:

Starting from July 1, 2024, based on Decree 73/2024/ND-CP when the statutory pay rate is increased to 2,340,000 VND/month.

Moreover, since grade 2 public lower secondary school teachers are categorized as public employees category A2, group A2.2, the salary will be calculated as per Article 3 of Circular 07/2024/TT-BNV as follows:

Salary = 2,340,000 VND x Salary Coefficient

Thus, according to the above regulations and formula, the average salary that a grade 2 public lower secondary school teacher can receive is from 9,360,000 VND to 14,929,200 VND.

Code and Professional Titles for lower secondary school Teachers

The professional titles for lower secondary school teachers include:

1. Grade III lower secondary school teacher - Code V.07.04.32.

2. Grade II lower secondary school teacher - Code V.07.04.31.

3. Grade I lower secondary school teacher - Code V.07.04.30.

Professional Ethics Standards

1. Adhere to the guidelines and policies of the Communist Party, the laws of the State, and the regulations of the sector and locality regarding lower secondary school education.

2. Regularly cultivate ethics, uphold responsibility, maintain the dignity, honor, and reputation of teachers; serve as role models for students.

3. Love, treat fairly, and respect students; protect the legitimate rights and interests of students; unite and support colleagues.

4. Strictly comply with the general responsibilities and obligations of public employees and the regulations of the Ministry of Education and Training on teacher ethics.

Thus, according to the regulations, the code for a grade 2 lower secondary school teacher is V.07.04.31.

What are the duties of a grade 2 public lower secondary school teacher in Vietnam?

Based on Article 4 of Circular 03/2021/TT-BGDDT, the duties of a grade 2 public lower secondary school teacher are as follows:

(1) Serve as a speaker or demonstrate teaching in teacher training classes or trial new teaching models, methods, or technologies from the school level or higher; lead training content and specialized activities in subject groups or participate in creating electronic learning materials;

(2) Participate in guiding or evaluating scientific and technological research products from the school level or higher;

(3) Engage in social activities, and community service; attract the participation of organizations and individuals in organizing teaching and educational activities for students;

(4) Participate in external evaluation teams; or participate in professional or technical inspection for teachers from the school level or higher;

(5) Serve as judges, or question committee members, or mentors in competitions (for teachers or students) from the school level or higher (if any).

In addition to the above duties, grade 2 lower secondary school teachers must also fulfill the duties of grade 3 lower secondary school teachers (as stipulated in Article 3 of Circular 03/2021/TT-BGDDT).

Thus, according to the regulations, a grade 2 public lower secondary school teacher will have the five duties mentioned above along with the duties of a grade 3 lower secondary school teacher (as stipulated in Article 3 of Circular 03/2021/TT-BGDDT).
