What are latest intervention measures for school violence in Vietnam?

Pursuant to Clause 3, Article 6 of Decree 80/2017/ND-CP, the intervention measures for school violence are as follows:

- Conduct a preliminary assessment of the damage level of the learner and provide an evaluation of the current state of the learner;

- Immediately implement assistance measures, medical care, and counseling for the learner affected by violence; monitor and assess the safety of the person who experienced violence;

- Promptly notify the learner's family to coordinate handling; in cases that exceed the resolution capability of the educational institution, promptly notify the police, the People's Committee of the commune, ward, commune-level town, and relevant agencies to coordinate handling according to legal regulations.

What are the contents of propaganda for preventing and combating school violence in Vietnam?

According to Clause 1, Article 5 of Decree 80/2017/ND-CP, the contents of propaganda for preventing and combating school violence include:

- The guidelines and policies of the Communist Party, laws and policies of the State, national traditions, and national pride. Education on political ideology, compliance with the law, living kindly, compassionately, responsibly toward oneself, family, community, and nation. Examples of individuals and groups effectively building a safe, healthy educational environment, and preventing and combating school violence.

- Reflecting the feelings, aspirations, and responsibilities of students toward a safe, healthy, friendly educational environment, and preventing and combating school violence or human behavior in social relationships.

- Knowledge and skills about: The dangers and consequences of school violence; the responsibility to detect, inform, and denounce acts of school violence; methods and skills to prevent school violence; intervention skills when school violence occurs according to individual capabilities; skills to prevent personal abuse, self-protection skills in the social environment and online.

- Criticism of deviant, negative, indulgent, fun-seeking behaviors or enjoyment-oriented tendencies, or violent behaviors and gender inequality in vocational education institutions.

- Contents to raise awareness among management staff, educators, workers, and students about: National sovereignty, territorial integrity; combating "peaceful evolution," countering false information from hostile forces and political opportunists; avoiding being incited or drawn into activities that destabilize political security and social safety.

Forms of propaganda for preventing and combating school violence include:

- Propaganda on mass media, information systems of vocational education institutions, and social networks.

- Through main courses, conferences, seminars, training sessions, and extracurricular activities.

- Through thematic talks and discussions on culture and society.

- Through cultural, sports competitions, or contests that explore related areas.

What are regulations on prevention of school violence in Vietnam?

According to Article 7 of Decree 80/2017/ND-CP, the regulation on school violence prevention includes:

(1) Educating and equipping knowledge and skills on preventing and combating student abuse; preventing school violence in the online environment for students, management staff, educators, employees of vocational education institutions, and students' families; educating and counseling self-protection knowledge and skills for students.

(2) Vocational education institutions regularly monitor, compile statistics, and analyze groups at risk of school violence. Establish a mechanism to cooperate with relevant authorities and a process for handling school violence situations.

(3) Establish a communication channel between vocational education institutions, students’ families, and relevant organizations and individuals to promptly prevent and handle school violence situations.
